The leaders of Quang Ninh's Department of Tourism presented flowers to congratulate the Ha Long Bay Sailing Team, Vietnam on completing the race in the Clipper Race Round the World 2023-2024 season.

In alignment with its focus on expanding foreign affairs, Quang Ninh has actively sent delegations overseas since the beginning of 2024. A notable event was an official visit to the Guangxi Zhuang Autonomous Region (China) early in the year, which played a crucial role in building trust and mutual understanding, thus tightening the bond between Quang Ninh (Vietnam) and Guangxi (China). This visit contributed to fostering a peaceful, friendly, stable, cooperative, and developing Vietnam-China border, and materializing the shared vision of the senior leaders of both nations.

Furthermore, at the start of the year, the Spring Meeting 2024 program was held in Beihai City (Guangxi, China). This significant event brought together the Secretaries of the Provincial Party Committees from four Vietnamese localities, including Quang Ninh, Lang Son, Cao Bang, and Ha Giang, and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China).

The program was conducted in a friendly and cordial atmosphere, showcasing the consistency between the provinces and regions in continuing to comprehensively implement the Vietnam-China Joint Statements and the common understandings achieved by the leaders of both Parties and States. By joining hands to implement the "Action Plan for 2024-2026" between the five Provincial Party Committees and Regional Party Committees, they contributed to building a Vietnam-China Community with Shared Future with strategic significance at the local level. Within the program's framework, the 15th Conference of the Joint Working Committee between the four northern border provinces of Vietnam (Quang Ninh, Lang Son, Cao Bang, Ha Giang) and the Guangxi Zhuang Autonomous Region (China) was also held.

Additionally, Quang Ninh organized several major cultural and foreign affairs events, along with numerous international conferences and seminars. A highlight was the Ha Long Carnival 2024, which featured a special art program. Alongside performances by many famous domestic singers and artists, international art troupes from Hokkaido (Japan), Guangxi (China), Laos, Thailand, and European artist groups also participated. With its many exciting and attractive activities, this vibrant program continued to affirm Ha Long - Quang Ninh as a "Safe - Friendly - Hospitable" destination, drawing many domestic and international tourists to Ha Long.

At the same time, the province focuses on attracting foreign investment, particularly in the tourism sector. The Conference on Promoting, Advertising, and Attracting Investment in Quang Ninh Tourism welcomed the Clipper Race 2023-2024 round-the-world yacht race to Ha Long City. The event saw participation from more than 100 international delegates from the Clipper Race Organizing Committee, investors, businessmen, and sailing enthusiasts. Within the conference framework, delegates shared valuable insights about investment opportunities in tourism, Quang Ninh's tourism products, and investment opportunities in the province's industrial parks.

In May 2024, Quang Ninh and the Ministry of Foreign Affairs, in collaboration with the European Union (EU) Delegation, jointly organized the first-ever "Europe Day" event themed "Vietnam - EU: Joining Hands for a Clean Environment." The event significantly promoted responsibility for environmental protection, and climate change response, and enhanced friendship, mutual understanding, and bilateral cooperation between Vietnam and the European Union and its member countries. It focused on investment cooperation activities and promoting sustainable economic development. The event successfully spread the message: "Joining hands to preserve and protect the blue, clean, and beautiful marine environment for future generations."

Most recently, on November 25, the 11th Economic Corridor Cooperation Conference of five provinces and cities, including Hanoi, Hai Phong, Quang Ninh, Lao Cai (Vietnam), and Yunnan (China), took place in Yunnan, China. Within the conference framework, discussions on trade and economy, traffic connection, and human exchanges were held, with the participation of leaders from departments, branches, and localities of the five provinces and cities of Vietnam and China.

Quang Ninh signed two provincial-level agreements and authorized 12 international agreements at the departmental, sectoral, and local levels, focusing on cooperation in trade, tourism, health, transportation, and border management. In June 2024, the Hoanh Mo (Vietnam) - Dong Zhong (China) bilateral border gate was opened. This event was a tangible outcome of the Quang Ninh delegation's high-level visit to the Guangxi Zhuang Autonomous Region (China) in February 2024, significantly enhancing friendly exchanges and comprehensive cooperation between the province and the Guangxi Zhuang Autonomous Region.

The province also places great importance on people-to-people diplomacy. In 2024, the Union of Friendship Organizations of Quang Ninh organized a conference on people-to-people diplomacy, attended by nearly 100 delegates from various departments, sectors, the Vietnam Fatherland Front, unions, member friendship associations, and leaders from districts, towns, cities, and border communes of Quang Ninh. The conference provided delegates with updates on global and regional situations, the Party's foreign policy, and directives on people-to-people diplomacy. It also addressed current requirements for people-to-people diplomacy and highlighted key points for consideration in border areas.

The province is committed to developing a model border gate within the national border gate system, sustaining the "Village to Village" twinning movement, and fostering twinned residential clusters along both sides of the land border. By maintaining channels for experience exchange and discussions, the province enhances mutual understanding, international solidarity, and friendship, aligning with trends of integration and development.

Through these diplomatic efforts, Quang Ninh is increasingly asserting its position on the international stage and has become an attractive destination for foreign investors. As of November 15, 2024, the province has drawn over USD 2.049 billion in FDI, with 32 new projects approved and capital increased for 25 existing projects. It is anticipated that by the end of 2024, an additional USD 960 million in investment will be secured, bringing the total FDI capital for the year to over USD 3 billion.
