Seminar on the United Nations UPR on Human Rights
The seminar was chaired by Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs with the participation of more than 80 delegates from units in the Ministry of Public Security and localities.

At the seminar, leading experts and scholars on human rights delivered a brief introduction of the UPR mechanism, analyzed impact and influence of this mechanism on Vietnam as well as provide an overview of the process of developing and presenting the report at the United Nations Human Rights Council. The seminar was facilitated by Associate Professor, Dr. Nguyen Thi Thanh Hai, Deputy Director of the Institute of Human Rights; Master Nguyen Linh Kha, Deputy Director of the Department of International Cooperation, Ministry of Justice; and Master Nguyen Vu Minh, Deputy Director of the Department of International Organizations, Ministry of Justice.
UPR is one of the most important mechanisms of the United Nations Human Rights Council, with the task of reviewing the human rights situation in all United Nations member countries. Thereby encouraging countries to fully implement their obligations and commitments on human rights with the principles of dialogue, cooperation, equality, objectivity, and transparency.
In that spirit, Vietnam has seriously participated in UPR cycles over the past 18 years since the UPR mechanism was first established. Vietnam has also fully implemented the accepted recommendations.

Aware of the significance of the UPR mechanism, the Vietnamese Ministry of Public Security always attaches great importance to the recommendation implemention process, with an aim to fulfilling responsibilities and obligations in state management in the field of national security and social order and safety, strengthening international cooperation in the fields of democracy and human rights.
Additionally, this is an opportunity for agencies and units in the Ministry of Public Security and localities to comprehensively review policies, laws as well as the practical process of ensuring human rights in the work of public security. Thereby, they can draw on experiences and discover loopholes and shortcomings in the State's policy and legal system, and inadequacies in practice that can affect the enjoyment of human rights by citizens. On that basis, it is expected to propose the amendments and supplementation for the perfection of the legal system on human rights.
