Speaker: Vietnam – A Major Partner in RoK’s New Southern Policy

The Republic of Korea (RoK) regards Vietnam as a major partner in its New Southern Policy and expects to upgrade the relationship with Vietnam to a new height, Speaker of the Korean National Assembly Park Byeong-seug has affirmed.

Chairman of the National Assembly Vuong Dinh Hue held talks with Speaker of the Korean National Assembly Park Byeong-seug in Seoul on December 13.

Park welcomed the visit by the Vietnamese top legislator, saying it would help to foster the strategic partnership between the two countries, according to VGP News.

The host highlighted that both countries have managed to sustain the momentum of growth in bilateral ties across various fields, especially politics, economy, security and defence, and people-to-people exchanges despite the complicated evolution of the Covid-19 pandemic.

The RoK regards Vietnam as a major partner in its New Southern Policy and expects to upgrade the relationship with Vietnam to a new height, affirmed Park.

For his part, Vuong emphasized that his ongoing visit aims to affirm that Vietnam attaches importance to the relationship with the RoK.

He expected the RoK to share experience in economic development, including the development of green economy and innovation with Vietnam.

The Vietnamese leader also encouraged Korean investors to increase investment in such fields like supporting industry, smart urban development, industries of the future, agriculture among others.

The two leaders voiced support for further elevation of the Vietnam-the RoK strategic partnership on the occasion of the 30th founding anniversary of diplomatic ties next year.

The pair agreed that both sides will double effort to raise the two-way trade to $100 billion by 2023 and $150 billion by 2030.

They spoke highly of the two countries’ effort in maintaining regular dialogues on security and defense, and in enhancing cooperation in the United Nations-led peacekeeping operations, crime prevention and control.

Both sides pledged to continue strengthening collaboration at multilateral forums, and advocating the common vision on ensuring security, safety and freedom of navigation and aviation in the South China Sea (Bien Dong Sea).

The sides also agreed to deepen cooperation between the two legislative bodies and support each other at regional and international inter-parliamentary forums like IPU, APPF, and AIPA.

The same day, Hue and his Korean counterpart attended a Vietnam - RoK Business Forum in Seoul, VietnamPlus reported.

The event was jointly organised by the Ministry of Planning and Investment, the Vietnamese Embassy in the RoK and the Federation of Korean Industries (FKI) on the occasion of the Vietnamese top legislator's official visit to the RoK.

Addressing the event, Chairman of FKI Huh Chang-soo highlighted that Vietnam is the fourth largest trading partner of the RoK, while the RoK is the third largest trading partner of, and the largest foreign investor in Vietnam with about 9,000 Korean firrms operating in the Southeast Asian nation.

As a strategic partner of Vietnam, the RoK supports Vietnam's vision and development potential, he stated.

At the forum, the top legislators of the two countries witnessed the signing of cooperation agreements between Vietnamese localities with Korean businesses.

On the occasion, officials from Thai Nguyen, Ha Nam, Thai Binh and Hai Duong provinces of Vietnam handed over 15 investment certificates and cooperation agreements to Korean firms.

Also on December 13, NA Chairman Hue received leaders of leading groups and enterprises of the RoK in Seoul.

Leaders of Korean businesses appreciated Vietnam's shift to the stage of safely adapting to the Covid-19 pandemic and preparing to carry out a master plan on post-pandemic economic recovery. They said they believe that Vietnam will continue to be an attractive destination to foreign investors, including those from the RoK.

They also pledged to continue making long-term investments in Vietnam and hope to cooperate closely with the country in such fields as energy, semiconductor and information communications and technology (ICT); expand investments in high-tech industries, green industries, clean energy; and support Vietnamese enterprises to participate in the global supply chain.

At the meeting with top executives of Samsung Electronics, Hue said that Vietnam welcomes Samsung Group's investment in the innovation research centre in Vietnam, wishing Samsung to consider the manufacture semiconductors in Vietnam so as to establish a close high-tech production line in accordance with the company's three strengths in Vietnam.

Samsung Electronics has poured a total of $17.7 billion in Vietnam.

Welcoming representatives from SK Group, the Vietnamese top legislator thanked the group for providing $30 million for the Vietnam National Innovation Centre. He asked SK to support Vietnam in the energy transformation process and carbon reduction roadmap, as well as cooperate with the country in the transfer of Covid-19 vaccine and treatment drug production technologies.

SK has invested $2 billion in several businesses in Vietnam, including Vingroup, Masan and Imexpharm. It also donated $1 million to Vietnam's Covid-19 vaccine fund.

In his reception for representatives from Lotte Group, Hue appreciated the group’s efforts to expand its operations over the past times. The group started its business in Vietnam in 1996.

According to VOV, NA Chairman Hue on December 13 met with Choi Jae-sung, who is a lawmaker from the Democratic Party of Korea and former political advisor to President Moon Jae-in.

At the meeting, Hue said Vietnam values its cooperative ties with the RoK and hopes to deepen their relationship in a more practical and effective manner.

The top Vietnamese legislator noted that Vietnam welcomes the RoK government’s implementation of the New Southern Policy, with special attention paid to cooperation with Vietnam.

Hue added Vietnam is willing to support the RoK to penetrate more deeply into the Southeast Asian market.

Hailing contributions that Choi has made to the development of relations between the two countries, Hue expressed his hope that the Korean lawmaker will continue promoting the bilateral partnership in all fields, including defence, security, trade, investment, and people-to-people exchange.

Underlining the RoK’s special attention to global supplies, Choi said that the RoK hopes to cooperate with Vietnam in new industrial sectors to help stabilize global supply chains.

The same day, Chairman Hue received CEO of Hanwha Energy Corporation Jung In-sub, Daewoo E&C President and CEO Kim Hyung, and Chairman and CEO at Korea Development Bank Dong-Gull Lee.

Vietnam-RoK partnership becomes increasingly effective, substantive

The strategic cooperative partnership between Vietnam and RoK has become increasingly effective and substantive, National Assembly Chairman Vuong Dinh Hue told the Korean press on the occasion of his official visit to the RoK.

He said after nearly 30 years since the establishment of diplomatic relations in 1992, the Vietnam - RoK ties have witnessed remarkable developments. Such impressive progress is very rare in any bilateral relationship between countries around the world. Such bond has been growing ever stronger since the establishment of the Vietnam - RoK Strategic Cooperative Partnership in 2009. The RoK is Vietnam's top partner in numerous fields, while Vietnam is the RoK's key partner in its New Southern Policy.

Recently, although the Covid-19 pandemic has caused considerable hardships, the cooperation between the two countries could still able to maintain its growth trajectory. It is during times of great need that the mutual assistance and the Strategic Partnership between the countries became even more evident. Most remarkably, the RoK was among the first countries to provide assistance to Vietnam in its fight against Covid-19, including medical supplies and vaccine doses. Vietnam has tried its utmost to accommodate the entry of tens of thousands of Korean experts and managers, and secured the economic operation and prevented supply chain disruptions for Korean investors in Vietnam. The two sides are making every effort to turn the Covid-19 pandemic into an opportunity for collaboration in new areas, especially health and digital technology cooperation.

It can be said that over the last 30 years, the Vietnam – RoK relationship is at its most flourishing since the establishment of diplomatic relations.

My visit to the RoK will open up a new chapter in the development of cooperation between our two countries. I am confident that our cooperation will garner more successes, thanks to the solid foundations and achievements in our relations in nearly 30 years, geographical proximity, historical and cultural similarities, mutually reinforcing interests in development cooperation, our respective leaders’ attention, and the great efforts of our peoples and business communities,” he said./.
