Uganda Wants Support from Vietnam in Digital Transformation, Technology, and A.I.

At the meeting, Vietnam's Vice President Vo Thi Anh Xuan highly appreciated Uganda's important role and contributions to international forums. Xuan believed that Uganda will successfully fulfill the presidential role at the Non-Aligned Movement Summit for the 2023-2026 term and the Chairmanship of the Developing Countries Group (G77) and China in 2024. Uganda will successfully achieve early completion of the goals in Uganda Vision 2040 on building a developed and prosperous country, said Xuan.

In response, President of Uganda Yoweri Museveni welcomed Vice President Vo Thi Anh Xuan and the Vietnamese delegation to attend the 19th Summit of the Non-Aligned Movement. The President expressed his deep impression of his visit to Vietnam in November 2022, expressing his admiration for the history of the national liberation struggle and Vietnamese leaders such as President Ho Chi Minh and General Vo Nguyen Giap, Former Prime Minister Pham Van Dong and Former Vice President Nguyen Thi Binh. He affirmed the desire to further promote traditional relations and friendly cooperation between Vietnam and Uganda in the coming time.

Both sides agreed on how to effectively deepen bilateral cooperation in many fields.

Regarding politics and diplomacy, the two sides affirmed the importance of increasing delegation exchanges for enhancing political understanding and mutual trust, which creates motivation for economic cooperation. They agreed to continue to coordinate closely and support each other at multilateral forums like the United Nations, and the Non-Aligned Movement, as well as important organizations in the two regions such as the African Union (AU) and ASEAN. The Vice President asked Uganda to support ASEAN's common stance on resolving disputes in the East Sea issue by peaceful means, respecting international law.

Regarding economic cooperation, the two sides agreed to actively implement the results of President Yoweri Museveni's visit to Vietnam. The two sides will increase the exchange of business delegations, and coordinate to organize investment and trade promotion events, especially to improve the effectiveness of the existing cooperation in the agricultural sector.

The host highly appreciated Vietnam's capacity for information technology development. He expressed his wish for Vietnam's support in digital transformation and training high-quality human resources in technology, automation, and artificial intelligence. In telecommunications, Vietnam's Vice President asked the host to create favorable conditions for large Vietnamese corporations such as Viettel to seek investment opportunities in Uganda.

The two sides agreed to promote negotiations and sign important bilateral cooperation documents such as the Investment Promotion and Protection Agreement and the Double Taxation Avoidance Agreement. This helps complete the legal framework to promote bilateral cooperation, especially in economics.

Accordingly, the Vietnam Federation of Commerce and Industry signed a Memorandum of Cooperation with the Uganda Chamber of Commerce and Industry on January 19, 2024. After the signing ceremony, Vice President Vo Thi Anh Xuan and the President of the Uganda Chamber of Commerce and Industry discuss developing a specific plan to effectively implement the MOU, especially in connecting and supporting businesses. To create a breakthrough in economic cooperation, both sides will exchange information about each country's market and investment business policies.
