UPU Expert: Vietnam Has Potential to Improve Postal Ranking

2IPD is the integrated index for postal development launched by the UPU to assess the efficiency and capacity of postal activities of countries. The index also provides an overview of postal developments globally.
In addition to assessing the relative performance of postal operators worldwide, 2IPD sheds light on how to accelerate postal development and maximize the efficiency of postal infrastructure.
According to the assessment of UPU, in 2022, Vietnam's 2IPD score reached 46.5 points, being in the group of level 5 and in the top of countries with well-developed postal activities. In the ASEAN region, Vietnam maintains the 4th position for 5 consecutive years, from 2018 to 2022, behind Singapore, Thailand and Malaysia.
During a working session in Hanoi by leaders of the Postal Department (Ministry of Information and Communications) and Vietnam Post Corporation - Vietnam Post with the UPU consultant on improving the 2IPD index, Vietnam Post General Director Chu Quang Hao said that from May 2022, Vietnam had a postal development strategy to 2025 with orientation to 2030.
The postal development strategy aims to bring Vietnam to the 40th position on the UPU's integrated postal development index, equivalent to level 6 according to the new 2IPD assessment method.
As an active member of Councils and Associations at UPU, Vietnam Post plays a key role in implementing solutions to improve the 2IPD index, contributing to economic growth as well as ranking of Vietnam Post in the international arena.
Based on the analysis of strengths, weaknesses, opportunities and challenges of Vietnam Post particularly and Vietnam's postal industry, the consultant of UPU, Jose Anson said that Vietnam has a lot of potential to rank higher than the current level 5, reaching level 6 and even level 7 by 2025.
According to Jose Anson, the Ministry of Information and Communications and Vietnam Post need to focus on solutions to develop infrastructure, standardize data, improve service quality, cooperation, and develop green postal services.
They also need to improve the scores of the 4 2IPD index assessment criteria for reliability, accessibility, relevance, and resilience.

Jose Anson also emphasized the close relationship between the 2IPD index and socio-economic development, contributing to the growth of national GDP.
Specifically, when improving the reliability score, the postal industry will contribute to improving the efficiency of logistics operations.
Enhancing accessibility scores through the development of an international partner network will contribute to promoting e-commerce and digital commerce activities. Enhancing conformity criteria will help increase competitiveness in the postal sector, and promote e-commerce purchasing and selling activities.
The improvement of the criteria of resilience, reflected in the maintenance and stable supply of services, flexibility in adapting to the impacts of the external environment, is a premise for sustainable postal development in the future.
“With the current growth rate combined with the discussed solutions, Vietnam's postal industry can completely set goals beyond reaching group 7 and towards sustainable development. It is important to develop the postal sector to contribute more to the development of Vietnam's economy, especially in the context of booming e-commerce,” said Jose Anson.
In the postal sector, the Ministry of Information and Communications determined the direction of transformation from delivery to e-commerce and logistics infrastructure. With this transformation, the postal industry has a new mission of "Ensuring the physical flow as the foundation for the development of the digital economy". According to statistics, in the past 5 years, the growth rate of Vietnam's postal industry has been 25 %/year. Maintaining this growth rate is also an industry goal in the next 5 years. Postal revenue in 2022 reached US$2.2 billion and is expected to reach US$4 billion by 2025. |
