Vietnam set to take stronger emission reduction measures

The Vietnamese Government chief made the call in his keynote speech at the first working day of the Climate Summit within the framework of the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow, Scotland (the UK) on November 1 (local time).

The negative impacts of climate change are seriously affecting food and water source security, and sustainable development, and even threatening the survival of many countries and communities globally, he said, adding that there should be fairness and justice in climate change issues.

Response to climate change and natural recovery must become the top priority in every development policy, the highest ethical standard of every sector, business and person.

Science and technology must take the lead while financial resources must be used as a leverage to promote the transformation of development models toward a green, circular, sustainable, inclusive and humane economy, Chinh said.

According to the PM, every action must be based on nature and put people at the centre and consider people as the subject and driving force for sustainable development so that no one is left behind, according to the VOV.

Despite being a developing nation that has just carried out its industrialisation over the past three decades, Vietnam, with advantages in renewable energy, will build and take strong measures to reduce greenhouse gas emissions by using its own resources coupled with the cooperation and support of the international community, especially from developed countries, in terms of finance and technology transfer. Such measures include the implementation of mechanisms under the Paris Agreement to achieve net-zero emissions by 2050, the Vietnamese Government leader said.

Vietnamese Prime Minister Pham Minh Chinh had bilateral meetings with Australian Prime Minister Scott Morrison and President of the European Commission (EC) Ursula von der Leyen on the sidelines of the the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow, Scotland (the UK), on November 1 (local time).

At the meeting with PM Morrison, the two leaders discussed a range of bilateral cooperation issues as well as coordination in regional and international matters of mutual concern.

PM Chinh thanked the Australian Government and PM Morrison for timely donation of COVID-19 vaccine and medical equipment to help Vietnam overcome the difficult period and hoped that Australia would continue assisting Vietnam in the future. PM Morrison said Australia will donate an additional 3.7 million doses of COVID-19 vaccine to Vietnam.

PM Chinh stressed that Vietnam attaches great importance to its relations with Australia and suggested Australia increase the import of farm produce and other products from Vietnam, and continue assisting the Southeast Asian country in traffic infrastructure, response to climate change, digital transformation and renewable energy, reported the VNA.

PM Morrison promised to join hands with the Government of Vietnam to deploy measures to promote bilateral cooperation in a sustainable manner. He invited Vietnam to attend a clean energy supply chain summit to be hosted by Australia in 2022.

Regarding regional and international issues of mutual concern, the two leaders agreed to closely maintain cooperation at multilateral forums and shared the view on ensuring security, safety and freedom of navigation and aviation in seas and oceans, including the East Sea/South China Sea, based on the principles of international law.

PM Chinh took this occasion to invite PM Morrison to visit Vietnam soon and the Australian leader accepted the invitation with pleasure.

At his meeting with EC President von der Leyen, PM Chinh affirmed that the European Union (EU) is one of the leading strategic partners of Vietnam, adding that the EU plays an important role in security, peace, economic and development issues in the region and the world as well.

He thanked the EU and its member nations for their timely support of COVID-19 vaccines and medical equipment and expected that the EC will continue to assist Vietnam in getting access to vaccines and medical supplies.

PM Chinh affirmed that economic and trade cooperation is a bright spot in Vietnam-EU relations and proposed the EU create favourable conditions for Vietnamese goods, especially agricultural and aquatic products, to enter the EU market.

The government leader suggested the EU urge its member states to complete the ratification of the EU-Vietnam Investment Protection Agreement (EVIPA) so as to soon enforce the pact effectively and protect the legitimate benefits of businesses of both sides, said Nhandan.

EC President von der Leyen said the EU will continue aiding Vietnam via the direct export of COVID-19 vaccines and the COVAX Facility. Having expressed her support for PM Chinh’s proposals, she applauded Vietnam’s commitment and contributions to the fight against climate change.

Vietnam and the UK have shared strategic orientations, national programmes, and projects relating to developing the their respective digital economies and digital societies, initiatives, and support policies aimed at promoting a general digital transformation.

Vietnamese Minister of Information and Communications Nguyen Manh Hung and the UK’s Parliamentary Under Secretary of State at the Department for Digital, Culture, Media and Sport Chris Philp signed a Letter of Intent on cooperation in digital economy and digital transformation on November 1 (London time).

He was accompanying Prime Minister Pham Minh Chinh on a trip to Glasgow to attend the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow in the UK).

During the course of the meeting, both sides shared their strategic orientations, national schemes, and projects on developing the digital economy and digital society of each country, in addition to initiatives and support policies to promote the digital economy.

They also exchanged possibilities aimed at expanding co-operation, as well as strengthening co-ordination among management agencies in digital transformation. This is along with boosting links in the digital economy, digital business connections, whilst jointly developing and organising the implementation of initiatives within the framework of the UK-ASEAN Innovation Partnership and the Asia-Pacific Digital Trade Network, cited on VOV.

They signed a Letter of Intent regarding the co-operation in the digital economy and digital transformation. This letter of intent acknowledges the common goals of the numerous parties, including sharing experience in building a favourable environment for the digital economy and digital transformation.

On the same day, Hung had a working session with representatives from the trade association techUK and the UK-ASEAN Business Council, during which he affirmed cooperation between the two countries’ digital enterprises holds much potential and needs to be expanded.

From 2022, the Ministry of Information and Communications will consider implementing Vietnam-UK digital forums, investment promotion programmes, seminars so that businesses can find partners, expand market and cooperate in projects on digital economy and digital transformation.
