During three days January 20, 21, 22, 2024, Prime Minister Pham Minh Chinh and his wife paid an official visit to Romania to discuss activities to strengthen educational cooperation between the two countries.

Activities to strengthen educational cooperation between the two countries

On the morning of January 22, at the Romanian Prime Minister's Office, the signing of three memorandums of cooperation between ministries, and 15 memoranda of cooperation between higher education institutions of Vietnam and Romania took place in the presence of the Prime Ministers of the two countries.

Memorandums of cooperation between higher education institutions include the exchange of lecturers and students, implementation of international projects, training cooperation programs, research in the fields of transportation, construction, irrigation, music, agriculture and forestry, medicine, economics, and business administration.

Previously, on the afternoon of January 21, Prime Minister Pham Minh Chinh visited and spoke at the Technical University of Civil Engineering Bucharest (UTCB).

In his speech, the Prime Minister was delighted with the development of the school. He thanked the lecturers at the school for their help and teaching during his time studying and researching here. He appreciated the support of Romania for Vietnam.

Immediately after the Prime Minister's speech, at UTCB, a workshop took place between the Romanian Alliance of Technical Universities and four Vietnamese technical universities.

There was also the signing of five cooperation memoranda between higher education institutions.

The signed documents include the exchange of lecturers and students, coordination in implementing international projects, training and research cooperation programs.

Education and training cooperation between Vietnam and Romania

The Ministry of Education and Training said that in recent years, Romania has trained about 3,000 engineers, masters and doctors for Vietnam, mainly during the years when both countries belonged to the system of socialist countries.

On January 15, 2008, authorized by the Minister of Education and Training, Vietnamese Ambassador to Romania Le Manh Hung signed the Vietnam-Romania educational cooperation program for the period 2008-2010 in Bucharest, Romania. The cooperation program is valid until January 16, 2011.

In July 2016, on the occasion of the visit to Vietnam by the Prime Minister of Romania, the leaders of the two ministries signed the "Education cooperation program between the Ministry of Education and Training of Vietnam and the Ministry of National Education and Scientific Research of Romania for the period 2016-2020."

On April 19, 2023, the Government of Vietnam and the Government of Romania signed the "Cooperation program in education and training between the Government of Vietnam and the Government of Romania for the period 2022-2026."

The total number of Vietnamese international students in Romania is currently 36 people, including 22 university students, 5 master's students and 9 doctorates.

During the period from 2016 to 2020, Vietnam recruited 65 candidates to study under the agreement in Romania, including 33 university students, 17 masters and 15 doctors, reaching 65% of the scholarship target.

All students studying in Romania completed the course successfully and on time. Currently, Romania is allowing Vietnamese students to study majors in which Romania has strengths.

Every year, Vietnam grants Romania 20 undergraduate and postgraduate scholarships under the bilateral agreement.

However, from 2016 to 2019, Romania only sent four international students to study Vietnamese, History and Law. From 2020 until now, they have not nominated international students due to the complicated situation of the Covid-19 pandemic.
