Vietnam and Russia have special relations as long-standing partners. The two people supported each other through victories and tragedies, helping each other succeed.

Political trust, mutual understanding

The special relationship between the two countries is reflected in the sincere affection between the two people.

Russian people are friends who accompany and support Vietnam with practical actions in the past and present, contributing to strengthening the traditional friendship between the two countries.

The relationship between the peoples of the two countries is an invaluable asset and a solid foundation for the comprehensive strategic partnership between Vietnam and Russia.

The Party and State consider the Vietnamese community in Russia an integral part, strengthening the special relationship.

The Vietnamese community in Russia supports each other and contributes to the development of the host country. They act as a bridge for people-to-people exchanges, promoting the national cultural identity.

The most important thing in the relationship is that political trust and mutual understanding are being strengthened. This is reflected in the regular exchange of delegations and contacts at all levels, especially high-level, promoting comprehensive cooperation between the two countries.

The two sides have implemented cooperation in all fields. Vietnam and Russia share views and stances on international and regional issues, work closely in the international arena, especially at the United Nations forum. This contributes to the development of each country, and the maintenance of peace, stability, development in the world and in the region.

In Covid-19, President V. Putin limited international visitors. However, due to the special relationship with Vietnam, the official visit to the Russian Federation by President Nguyen Xuan Phuc from November 29 to December 2, 2021, was successfully organized.

The visit has deepened the Vietnam-Russia "Comprehensive Strategic Partnership" in the new situation, promoting comprehensive and substantive cooperation in all fields.

The two countries have issued a Joint Statement on the Vision of the Vietnam-Russia Comprehensive Strategic Partnership until 2030.

Both countries are entering an important new stage of development. Vietnam successfully organized the 13th Party Congress, setting two 100-year development goals (the 100th anniversary of the founding of the Party in 2030, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam).

Russia has just held the State Duma election in September 2021, preparing for a new stage of development.

Together in the Covid-19 fight

The Covid-19 pandemic has affected the world economy, including Vietnam and Russia. The special relationship between the two countries is shown when the Soviet Union helped Vietnam in the struggle for national independence, and today, Russia helps Vietnam in the fight against the pandemic.

Russia is the first country to announce registration for a vaccine against Covid-19. When the number of vaccines was not enough to meet the domestic demand, the vaccine supply contracts previously signed with other countries, Russia immediately donated 1,000 doses of Sputnik-V vaccine to Vietnam, and recently 100,000 doses of Sputnik-Light.

In President Nguyen Xuan Phuc's visit to Russia, on December 1, 2021, the two sides signed a Memorandum of Understanding on the transfer of production technology. The two countries set up a new production facility for the "full cycle" of the Sputnik-V vaccine, as well as the production of pharmaceuticals, including drugs for Covid-19 treatment.

With Russia's cooperation in vaccine production, Vietnam has the opportunity to become the vaccine center of the region, helping vaccines to be exported to other countries in a favorable way. This affirms our internal strength and position in the international arena.

It can be seen that in the past 20 years, the strategic partnership between Vietnam and Russia has passed the test of time, and is developing with important achievements in all fields. It has become the invaluable property of the two people.

Vietnam always considers Russia a top priority partner in its foreign policy, and Russia considers Vietnam a priority partner in policy towards the Asia-Pacific region.
