Vietnam 'strives to be a digital nation' by 2030

Promoting innovation, digital transformation, and striving to become a digital nation is one of the contents in Vietnam's next 10-year socio-economic development strategy.

On March 28 morning, at a nationwide virtual conference to thoroughly summary the 13th Congress Resolution, Prime Minister Nguyen Xuan Phuc introduced the 2021-2030 socio-economic development strategy and orientation and tasks for the next 5 years (2021-2025). Accordingly, after 35 years of reform, Vietnam has gained historically significant achievements. However, the nation's economy still has shortcomings, limitations, and potential risks; the level of science and technology application, productivity, quality, efficiency, and competitiveness are still low; GDP growth tends to slow down, the risk of falling into the middle-income trap still exists.

Prime Minister Nguyen Xuan Phuc stated clearly that in the difficult and challenging situation, "we must renew our development mindset, change the way of deploying"; to step up institutional reform, application of scientific and technological advances, and innovation. "Drastically carry out digital transformation, build a digital economy, promote large-scale infrastructure development, promote domestic consumption, and create jobs," he said. The Government leader said that Vietnam prioritized digital transformation in some fields, such as health, education, and training, banking and finance, agriculture, transportation and logistics, energy, environmental resources, and industrial production.

The next 10-year development strategy provides orientations for the development of a number of key telecommunications, information technology, and digital enterprises that perform well the leading role in digital technology infrastructure, building the foundation for the country's digital economy and digital society. "Vietnam needs to put attempts to become a digital, stable and prosperous country, pioneering in testing new technologies and models in 2030", said the Prime Minister.

The strategy also identifies 11 targets, including 7 economic, 4 environmental indicators. The pressures on Vietnam are to continuously grow, otherwise, the country will fall behind. "This year, we strive for 6-6.5% in development. The target may rise to 7% in the following year, but in the near future we will have to reach 8-9% of development on average," stressed the Prime Minister.

At the March 27 conference, the Head of the Central Organizing Committee Pham Minh Chinh summarised the Party building process and the 13th Central Committee's implementation of the Party Charter. He said the 13th Congress identified many tasks groups and solutions for building and regulating the Party, including continuing to innovate, complete the organizational apparatus and improve the operational efficiency of the political system; focus on building a contingent of cadres at all levels, especially strategic level and leaders.

"Further tighten the close relationship between the Party and the people, rely on the people to build the Party, in which attention should be paid in continuing to build a contingent of cadres who truly respect the people, be close to the people, believe in the people, understand the people, learn from them, rely on them and be accountable to them", Chinh said.

According to Chinh, the 13th Congress did not raise the issue of amending the Party's charter. However, the issue has been reached in the full-term working program of the Central Executive Committee and the Politburo as the agencies set up the research and summary work on the implementation of the Party's Charter. The project is expected to be completed in the 3rd year of the term. On that basis, the charter can be supplemented or modified if necessary.

Taking place on March 27-28, the national conference on research, study, and grasp of the 13th Congress Resolution was broadcasted directly from Dien Hong Meeting Room (National Assembly House) to 67 Provincial Party Committees. For the first time, nearly one million party members (accounting for nearly one-fifth of the total members) are directly commanded about the 13th Congress Resolution by the senior leaders of the Party, who took the roles as reporters.
