Vietnam to Increase Presence at International Events
The Plan aims to further improve the quality and effectiveness of Vietnam's foreign cultural work, thereby comprehensively developing Vietnamese culture and people, turning culture into endogenous strength, promoting desires of making Vietnam a more prosperous and sustainable country, combining national strength with the strength of the times, increasing exchanges, understanding, and friendship between Vietnamese citizens and other nationalities, enhancing Vietnam’s position and prestige on the global map.

To achieve this goal, the Plan sets out 10 groups of key tasks, including:
Focusing on implementing foreign cultural activities to serve external programs chaired by Party and State leaders.
Promoting the development of cultural industries in Vietnam; developing digital culture, focusing on the application of science and technology, achievements of the Fourth Industrial Revolution in the field of culture, promoting the implementation of external cultural activities once the Covid-19 pandemic is contained.
Strengthening the conservation, preservation, and promotion of Vietnamese cultural and human values, promoting national image abroad in various forms and modes of expression such as Cultural Day/Week, Vietnam Culture-Tourism Festival, arts performance, cinema, cultural heritage, fine arts, photography, and exhibitions, ethnic sports in close combination with promotion of tourism investment, striving to receive more world titles, regional and international awards, honoring Vietnamese celebrities and national heroes, etc.
Enhancing the presence of Vietnam at prestigious regional and international events such as international art and culture festivals, EXPO world exhibitions, Olympic Games, regional, continental, and international sporting events, international travel fair, international book fair.

Continuing to research, select, invest, and build Vietnamese Cultural Centers in important areas: China, Japan, Korea, Russia, and a number of other key areas on the basis of needs, political, economic, and cultural relations between Vietnam and other countries; further improving the operational efficiency of the Vietnamese Cultural Center in Laos; upgrading activities of the Vietnam Cultural Center in France; linking foreign cultural work with overseas Vietnamese community work.
Actively deploying cultural activities at the national level in land border areas between Vietnam and neighboring countries through cultural exchange programs, sports, and tourism.
Further promoting the role of foreign cultural works at important multilateral mechanisms and forums such as UNESCO, ASEAN, ASEM, IFACCA, etc.

Actively absorbing and selectively introducing the quintessence of human culture; hosting and organizing prestigious international events; developing quality festivals, cultural - art events in Vietnam. Pushing back the limitations and negative effects of globalization on culture; fighting and promptly opposing false and distorted cultural claims.
Promoting propaganda and awareness-raising strategy about the position and role of foreign culture in the globalization and international integration trend. Synchronously building and completing the legal system and policies, boosting the signing and implementation of international treaties and agreements in service of foreign cultural work in the new era.
