During a business trip to the United States from June 22-26, Minister of Planning and Investment Nguyen Chi Dung had a meeting with the Vietnam Innovation Network in Silicon Valley.

Preparing infrastructure to attract investment

Working with representatives of the Vietnam Innovation Network (NIC) in Silicon Valley, Minister Nguyen Chi Dung acknowledged their coordination and connection efforts.

"The participation of Network members, the strong and drastic implementation of the Ministry of Planning and Investment and the Government will certainly create specific, beneficial results for Vietnam in the long term," said Minister Nguyen Chi Dung.

Dung also asked Network members to promote connections with the world's leading experts, institutes/schools, units and organizations with appropriate resources that can support Vietnam in carrying out innovation activities.

He also suggested that the Network continue to connect to increase the participation of new members, Vietnamese and international experts, intellectuals.

Regarding cooperation opportunities, Will Abby, executive vice president and chief commercial officer of ARM said the company's technology is present in more than 95% of smartphones and software operating systems worldwide.

To date, 70% of the world's population uses ARM chip-based products and the company has a monopoly on chip architecture. Chip design businesses in Vietnam are all ARM customers. However, ARM currently does not have a representative or office in Vietnam, and is researching opening an office.

Minister Nguyen Chi Dung said Vietnam needs to train 50 thousand semiconductor engineers, including 15 thousand design engineers. Therefore, the Vietnamese Government has directed to create the most favorable business investment environment for high-tech investment projects, especially in the fields of semiconductors and artificial intelligence. Vietnam is also preparing infrastructure, human resources, and institutions to attract and cooperate with large technology corporations in the world, including ARM.

Developing digital talent

Marvell is a leading American chip design company, founded in 1995. The company has more than 6,500 employees as of 2024 with more than 10,000 patents worldwide.

Currently, Marvell has been operating in Vietnam since 2013. The company currently has about 400 employees, of which 97% are high-quality engineers, highly qualified in circuit and electronics design. Marvell Vietnam currently has 2 offices in Ho Chi Minh City.

According to Minister Nguyen Chi Dung, Marvell can expand investment, research and development in Vietnam to become a leading base. He also suggested that Marvell consider opening a representative office and R&D center at NIC Hoa Lac to promote business activities, research cooperation, and introduce new technology.

Regarding training digital talent, Kareen Ghanem, director of Government Affairs & Public Policy, at Google said that they have invested and cooperated in developing in the fields of digital transformation, e-commerce, innovation, and startups.

Recently, Google has cooperated closely with NIC to implement digital talent training programs and business incubation programs. These programs are of great significance. They are of interest to the community of training institutions and Vietnamese students.

The Minister of Planning and Investment pledged to coordinate closely with ministries, branches, and localities to create favorable conditions for Google to invest, research and develop in Vietnam.
