In Thua Thien Hue Province, the tropical depression has brought heavy rains, prompting some residents, concerned about flooding, to move dragon boats, typically used for tourist transport, to Phu Xuan Park during storms and floods.

Along Hoang Sa Road, many fishermen have moved their coracles to the sidewalks for shelter. Starting Thursday night, vehicles will be banned from Hoang Sa Road near the entrance to Son Tra Peninsula.
Residents are also placing sandbags and weighted fabric sacks on their roofs for added stability, with some using large foam containers and plastic bags filled with water to secure their rooftops.

In Quang Nam Province, home to Hoi An ancient town, environmental workers pruned tree branches on Wednesday afternoon in preparation for the approaching storm, after heavy rains had already flooded many streets.
Tam Ky Public Utility Services Company deployed cranes to relocate soft barriers, preventing them from being washed away as water levels rise and disrupt traffic. All schools in Quang Nam are closed on Thursday.
In Quang Tri Province, border guards have coordinated with local authorities to set up barricades and checkpoints to ensure safety in the area. Heavy rains have poured in many communes in the province's Dakrong District since Wednesday morning.
Quang Tri and its northern neighbor Quang Binh are forecast to be hit on Thursday afternoon by a storm which strengthened from a tropical depression in the East Sea early in the morning.

In Quang Binh province, a ban on sea activities will commence from midnight on September 19 until conditions are deemed safe. Fishing teams at sea were advised to maintain communication and support one another in emergencies, while measures for securing assets on rafts and fishing huts were also being implemented.
Dong Hoi Airport in the central province of Quang Binh will be temporarily closed from 3 pm on September 19 due to the storm.
Districts in Thanh Hoa city were ordered to immediately implement safety measures for vessels and maritime activities and keep boats in harbour and advise those still at sea to find a safe shelter.
The provincial Department of Agriculture and Rural Development has been ordered to closely monitor the situation, collaborating with relevant units to ensure the safety of dikes, reservoirs, and irrigation systems and to pay close attention to harvest autumn crops and protect aquatic resources.
Around 4 am on September 20, storm No. 4 will be near the coastal areas between Quang Binh and Da Nang, moving west-northwest at a speed of about 15 km per hour. The strongest winds near the storm’s center will remain at level 8, with gusts up to level 10. 48 to 72 hours from now, the storm will move west-northwest at a speed of 10-15 km per hour and is expected to weaken into a tropical depression over central Laos. |
