Vietnamese Four Border Provinces, Guangxi Boost Ties through Education

The Guangxi Government and Vietnamese localities work to intensify cooperation through education in order to nurture the Vietnam-China comprehensive strategic cooperative partnership.

The Vietnamese border provinces of Cao Bang, Lang Son, Ha Giang and Quang Ninh, and the Education Department of China's Guangxi Zhuang Autonomous Region, held a video conference on education and vocational training cooperation on September 23, VNA reported Friday.

Each year, Guangxi grants the four Vietnamese border provinces 18 to 25 scholarships each for university or postgraduate training.

The provinces of Lang Son and Ha Giang provide two to five scholarships for students from Guangxi to attend a university course at the University of Social Sciences and Humanities under Vietnam National University, Hanoi.

During the videoconference, the two parties discussed solutions to deal with the problems related to the applications for scholarships and the study of foreign students in the context of Covid-19, maintain and increase scholarship programmes on human resources training.

Experience in finalising mechanisms and policies on vocational training and renovation of vocational training was also shared.

They signed a memorandum of understanding, agreeing to continue maintaining the periodic exchange mechanism in the field of education between Guangxi and the four border provinces of Vietnam, establish a liaison and coordination mechanism between the two sides.

Addressing the event, Vice chairman of the Cao Bang province People’s Committee appreciated the educational cooperation achievements between the two sides, especially in the field of human resources training, improving Chinese and Vietnamese language proficiency through scholarships, teacher and student exchanges, contributing to improving the quality of their human resources as well as to developing the friendship and cooperation among the localities.

Chinese Consul General Wei Huaxiang emphasized that, as a bridge for educational cooperation activities between the two sides, the Consulate General has identified educational cooperation as one of the key tasks, always trying to meet the requirements of both parties with the fastest time.

In the past time, the Consulate General has actively cooperated with the Department of Education and universities of Guangxi to help Vietnamese students deploy online learning, and solve problems arising from the influence of Covid-19; continue to complete the enrollment process from 2022-2023 for students from four border provinces of Vietnam to study at schools in Guangxi and students from Guangxi to study at the University of Social Sciences & Humanities. So far, Vietnamese students have basically completed the registration for online learning at schools.

Chinese Premier Li Keqiang stressed that China is ready to resume people-to-people exchange activities, welcome Vietnamese students to return to China, and increase the frequency of commercial flights between both sides, during the phone talks on September 19 with Prime Minister Pham Minh Chinh.

Between 2016 and 2021, Vietnam annually welcomed 4,000 – 6,000 foreign students on average. The figure was the highest in 2019 with 6,300, dropping to some 3,000 each in 2020 and 2021 due to Covid-19.

Up to 80% of the foreign students in Vietnam come from Laos and Cambodia. Their proportion is followed by that of those from the RoK, China, France, and Japan. Most of them study short-term courses and undergraduate programs.

The Vietnam National Universities in Hanoi and Ho Chi Minh City are currently offering training to the highest numbers of students belonging to different nationalities, at 74 and 44, respectively.
