Pham Binh Minh's Biography
Pham Binh Minh was born on March 26, 1959, in Lien Minh Commune, Vu Ban District, Nam Dinh Province. Phạm Bình Minh graduated in 1981 from the University of Diplomacy (now the Diplomatic Academy of Viet Nam). According to Communist Party Online Newspaper, Minh holds a master's degree in Diplomacy and Law, issued by Fletcher School of Law and Diplomacy, Tufts University, Massachusetts, USA.
Pham Binh Minh became a member of the Communist Party of Vietnam on May 19, 1984.

Awards granted to Pham Binh Minh
During 30 years working in diplomacy, Pham Binh Minh has received a First-Class Labor Order, a Third-Class Labor Order. He also has an Isala (Freedom) Order from the Lao People’s Democratic Republic and a Gwanghwa Medal from the Republic of Korea, according to VGP.

Pham Binh Minh was a member of the Party Central Committee in the 10th, 11th, 12th, and 13th tenures, a member of the Politburo in the 12th and 13th tenures. He was also a deputy to the National Assembly in the 13th and 14th tenures. He was Vietnam's Minister of Foreign Affairs from 2011 to 2020.

Pham Binh Minh's task as Deputy Prime MinisterWith his expertise in diplomacy and law, Deputy Prime Minister Pham Binh Minh will assist the Prime Minister in monitoring and directing the following fields: - External affairs (including Party’s external affairs, State’s and people-to-people diplomacy). - Official development assistance and mobilization of concessional loans. - Foreign non-governmental aid, international non-governmental organizations. - International integration, monitoring, and directing the negotiation and implementation of multilateral and bilateral international commitments, ASEAN single-window mechanism, national single window, and trade facilitation. - Foreign direct investment, outbound investment. - Relations between Viet Nam and international and regional organizations. - Border, the East Sea, and island issues. - Overseas Vietnamese affairs and issues related to foreigners in Viet Nam. - Human rights affairs. Pham Binh Minh is responsible to assist the Prime Minister in monitoring and directing the Ministry of Foreign Affairs. He serves as Head of the National Steering Committee for International Integration, Chairman of the Viet Nam-China Steering Committee for Bilateral Cooperation; in charge of the Viet Nam-Laos Inter-governmental Committee; Head of the State Steering Committee for Land Border Demarcation and Border Marker Planting; Head of the State Steering Committee for Human Rights; Chairman of the National Steering Committee for ASEAN Single Window, National Single Window, and Trade Facilitation; chairman of other national councils, committees, and head of other steering committees in relevant fields. |
