In his keynote address, Member of the Party Central Committee and Deputy Minister of Foreign Affairs Dr. Nguyen Manh Cuong welcomed the timely organization of the 14th Ocean Dialogue, recognizing it as a reputable forum that draws international attention to the promotion of a rules-based maritime order.

He emphasized that UNCLOS in general, and its dispute settlement mechanisms in particular, contribute to consolidating legal stability at sea, ensuring maritime security, peace, and sustainable global economic development, while fostering international cooperation for long-term ocean governance.

Vietnam reaffirms its commitment to fully comply with UNCLOS and continue contributing to joint efforts in advancing international legal cooperation on maritime issues in the interest of peace, stability, and prosperity based on international law.

In her opening remarks, Associate Professor Dr. Nguyen Thi Lan Anh, vice president of DAV, stated that UNCLOS represents a collective effort by the international community to establish a unified legal framework for the sustainable and peaceful use of the seas.

She noted that UNCLOS codifies a comprehensive system of maritime law and serves as the legal foundation for global ocean governance. One of its key achievements is the establishment of detailed provisions for dispute settlement mechanisms.

These mechanisms not only offer a structured framework and options for resolving disputes but also serve to promote a legal order at sea.

As the international community prepares to mark the 30th anniversary of the International Tribunal for the Law of the Sea (ITLOS), the Dialogue offers a timely opportunity to assess the role of UNCLOS dispute settlement mechanisms in promoting peaceful resolution of maritime disputes, advancing the development of the law of the sea, and identifying ways to enhance the effectiveness of these mechanisms in addressing emerging challenges.

Australian Ambassador to Vietnam Gillian Bird emphasized that high-level events such as the Ocean Dialogue underscore the importance of peaceful dispute resolution based on rules and international norms—rather than force, power, or size. She highlighted that peace is vital to the economies of both Australia and Southeast Asia, as all countries rely on open sea routes for trade and economic growth.

Ambassador Bird also reaffirmed that UNCLOS provides a comprehensive legal framework for all activities in the seas and oceans, serving as a foundation for peace, security, and regional stability. She cited the successful experience of Australia and Timor-Leste in participating in the first UNCLOS-based conciliation process to peacefully settle maritime arrangements between the two nations.

Speaking on behalf of KAS, Olivia Schlouch, program manager for the Rule of Law Program Asia, praised the development of the Ocean Dialogue series in recent years. She noted that the Ocean Dialogue has grown into a prestigious international forum, bringing together leading maritime experts and policymakers from around the world. International maritime law, along with its implications for cooperation, environmental protection, and dispute resolution, holds significant importance from legal, strategic, and regional perspectives.

The 14th Ocean Dialogue focused on key topics, including a retrospective look at UNCLOS dispute settlement mechanisms; their contribution to peace and stability at sea; their role in the development of the law of the sea, and exploring future prospects for dispute settlement mechanisms both within and beyond the UNCLOS framework.

Over the past 14 iterations, the Ocean Dialogue has become a reputable international academic forum where experts, scholars, and policymakers convene to explore solutions for peace, stability, development, and sound ocean governance.
