India Launches More Quick Impact Projects in Vietnam

At an online ceremony held on Oct. 27, the Indian Embassy signed Memorandum of Understanding with the People’s Committee of eight provinces of Vietnam – Ha Tinh, Hai Phong, Khanh Hoa, Nghe An, Quang Binh, Quang Ngai, Quang Tri and Tuyen Quang – for implementing eight Quick Impact Projects (QIPs) with Indian grant assistance in education, irrigation, water supply and social welfare sectors.
Earlier this month, the MoU for two QIPs – one each in Yen Bai and Lao Cai Provinces – were also signed.
The MoU signed this year shall facilitate implementation of grassroots projects in ten provinces, including – educational infrastructure in Ha Tinh, Khanh Hoa, Lao Cai, Nghe An, Quang Ngai, Quang Tri and Tuyen Quang Provinces; irrigation and water supply projects in Yen Bai and Quang Binh Provinces; and a social welfare project in Hai Phong.
With the new projects, India has to date conducted 37 QIPs in 33 provinces and cities.
Addressing the online event, Indian Ambassador to Vietnam Pranay Verma highlighted the tangible and rapid benefits QIPs brought to the local community and their contributions to Vietnam’s Sustainable Development Goals.
The diplomat said that cooperation between his embassy and local authorities in the on-time implementation of these projects demonstrates the strength of the Comprehensive Strategic Partnership between India and Vietnam.

On behalf of People’s Committees of eight provinces present at the signing ceremony, Vice Chairman of People’s Committee of Quang Binh, Ho An Phong thanked the Indian Government and embassy for carrying out QIPs in Vietnam.
He appreciated the benefits of these small projects in remote and difficult areas of Vietnam and their supportive role in the socio-economic development efforts of the local authorities.
The Quick Impact Projects, each valued at US$50,000, are implemented as part of India’s grant-in-aid assistance programme under the Mekong Ganga Cooperation (MGC). During the Virtual Summit between Prime Ministers of India and Vietnam held on Dec. 21, 2020, Government of India had committed to increase the number of QIPs for Vietnam every year from 5 to 10, in view of the benefits that these small projects bring at the grassroots level.
The QIPs mostly cover upgradation of physical infrastructure such as roads, local community centres, social infrastructure such as in the education, health, sanitation or community development sectors. The short gestation projects are aimed to directly benefit locals, with immediate and visible results.
On the same day Oct. 27, the embassy of India in Hanoi and the Consulate General of India in Ho Chi Minh City jointly organised an on-line interaction on "India-Vietnam Business Cooperation in Aquatic Products" which brought together relevant chambers and enterprises of India and Vietnam to discuss opportunities for enhancing bilateral trade in seafood and fisheries.
Aquatic products are an important component of India-Vietnam bilateral trade.
Vietnam and India set up diplomatic ties in 1972 and elevated the relations to strategic partnership in 2007.
2021 marks the fifth year of the Vietnam-India comprehensive strategic partnership, and the two countries will celebrate the 50th anniversary of the bilateral diplomatic ties next year.
