Japan Supports Vietnam In Reforming Civil Service Examination

On the morning of February 18, the Ministry of Home Affairs (MHA) in collaboration with the Japan International Cooperation Agency (JICA) held the kick-off ceremony of the Project to support technical reform of the entrance exam for Vietnamese civil servants. The project will last for 3 years.
Deputy Minister Truong Hai Long said that the reform of the civil service system and civil servants has always been identified by the Party and State as a key step to ensure the success and effectiveness of state administrative reform, including reforming civil service examination.
The Government of Vietnam has directed the Ministry of Home Affairs to research, adjust and develop the form of the interview exam, re-select the exam content and test method to recruit civil servants with qualified knowledge and skills in performing public duties.
The MHA determined that one of the solutions to overcome this weakness is to refer to the experience of other countries, including Japan, which has applied the national entrance exam since 1948 and the effectiveness of this activity has been clearly demonstrated so far.
"The project will be an opportunity for Vietnam to access the successful experience and useful information of Japan in organizing the civil service examination, thereby gradually completing the recruitment of civil servants in Vietnam," said Mr. Long.

The main activities of the Project include:
Firstly, activities related to the first round of recruitment exam, include: assessing the current status and challenges such as detailed regulations, organizational structure of the civil service examination in Vietnam as well as other pilot agencies; determining the way to improve the method of conducting the first round of the entrance exam; giving solutions to improve the draft Decree and documents related to the entrance exam.
Besides, sharing Japanese experience and methods of constructing questions related to thinking ability; giving recommendations to improve the management of the first round of entrance exams and the introduction of questions related to thinking ability; providing advice and support for introducing analytical methods and improving question quality.
Secondly, activities related to the second round of entrance exams, include: assessing the current situation and challenges in organizing the second round; proposing solutions to improve the evaluation of the second round of test methods.
Also, the project aims to share experiences and methods of Japan in organizing the interview; to support the application of methods to improve the method of the second round of entrance examination, including interviewing; to give recommendations with documents related to the management of round 2 exam (such as Circulars and manuals).
With the implementation of the Project on Support for Technical Reform of Civil Service Examination for Vietnamese and the precious practical experience of leading experts of the Japanese Government, the Ministry of Home Affairs hopes to be able to create additional important technique for the uniform implementation of quality accreditation of civil servants in Vietnam. |
