The Central Committee of the Ho Chi Minh Communist Youth Union and Plan International Vietnam on October 7 signed an agreement on the programme promoting rights of children and youths in Vietnam during the 2021-2026 period.

The signing ceremony, held in Hanoi, saw the attendance of Nguyen Anh Tuan, First Secretary of the Ho Chi Minh Communist Youth Union Central Committee and Chairman of the National Committee on Youth of Vietnam; Nguyen Tuong Lam, Secretary of the Ho Chi Minh Communist Youth Union Central Committee; and Sharon Maree Kane, National Director of Plan International Vietnam.

The programme is set to promote the implementation of rights and obligations of children and young people and ensure gender equality through activities, focusing on preventing and coping with gender-based violence, and improving living and vocational skills, and developing livelihoods for youths.

It will help to raise public awareness of rights and potential, especially in meeting fundamental needs, the development and participation of children and youths that are difficult circumstances, while improving their necessary capability.

There are four projects within the framework of the programme - "Promoting children's participation rights", "Girls ready for the future", "Standard youth - Say no to gender stereotypes" and "Vietnamese youth health - Raising awareness and promoting good practices in the prevention of non-communicable diseases".

The projects will take place in Hanoi, Quang Binh, Quang Tri, Kon Tum, Lai Chau, and Ha Giang, and would be expanded to other localities.

The programme will be rolled out from now to June 30, on the basis of Vietnamese law and international treaties to which Vietnam is a signatory, as well as International Plan’s policies to protect children and fight corruption and fraud.

In his remarks, Anh said with specific, practical contents, the agreement is expected to bring out legitimate interests to Vietnamese children and youths, especially girls.

The agreement demonstrates the fruitful cooperation between the two organisations and offers an opportunity for the Ho Chi Minh Communist Youth Union at all levels and Plan International Vietnam to continue coordination for the sake of Vietnamese youths and Vietnamese people in general.

Tuan pledged to instruct the Ho Chi Minh Communist Youth Union at all levels to closely join hands with Plan International Vietnam to effectively implement the programme and the framework projects, so that Vietnamese children have the opportunity to develop comprehensively and express their voice and rights to participate in issues related to children.

Kane said Plan International Vietnam will further support the Ho Chi Minh Communist Youth Union’s efforts to ensure rights and interests of Vietnamese children and youths. /.

Vietnam is in the golden population period with a rapidly increasing working-age strong workforce, creating abundant material wealth, and a foundation to help Vietnam proper in the region and the world. As of September 2021, Vietnam counted 22.6 million youths, making up 22.2% of the total population and 24.7 million children (25.75%), of which male children were 12.9 million (52%) and female, 11.8 million (48%).

However, Vietnam is facing a range of challenges in the context of a market economy, extensive international integration, the Fourth Industrial Revolution and non-traditional security issues such as climate change, cyber security, and especially the Covid-19 pandemic in the past two years. These issues greatly impact psychology, lifestyle, career and mental health of young people, particularly those of disadvantaged groups and from rural, mountainous and ethnic minority-inhabited areas in extreme difficulties.

Since the beginning of the Covid-19 pandemic, young people have faced challenges and they desperately need more support and companionship from political, social and international organizations and the community.
