During the state visit to Cambodia, on the afternoon of July 12, President To Lam held talks with President of the Cambodian People's Party (CPP) and President of the Senate Samdech Techo Hun Sen.
At the talks, President To Lam expressed his joy in paying a state visit to Cambodia for the first time in his new position and meeting again with President Hun Sen, a longtime friend of the leaders and people of Vietnam.

President To Lam believes that under the wise reign of King Norodom Sihamoni, the policy of the Cambodian People's Party (CPP) led by President Hun Sen, Cambodia will continue to achieve even greater achievements with its increasingly enhanced role and position in the region and the world.
President Lam also appreciated the key role of President Hun Sen in preserving and developing friendly neighborly relations and comprehensive cooperation between the two countries over the past time.

The two leaders appreciated the cooperative achievements that the two sides have gained in recent times.
Political trust has increased, senior leaders of the two countries regularly visit and meet each other.
Security and defense cooperation has developed more substantially, and become a pillar in the relationship.
Trade-investment cooperation is becoming more cohesive, with intertwined interests, Vietnam continues to be one of Cambodia's major investors and trade partners.
In particular, people-to-people exchanges have been deployed widely, and in many new forms, especially between provinces sharing common borders.
With the aim of further developing the strong relationship between the two countries in the new era, the two sides agreed to actively implement the high-level agreements, and the outcomes of the Party Summits, strengthen meetings and contacts between high-level leaders at all levels and through all channels, especially between young leaders and youth of the two countries.
The two countries will effectively promote the mechanisms of the Vietnam-Cambodia Joint Committee on Economic, Cultural, Scientific and Technical Cooperation, the Conference on Cooperation and Development of Border Provinces, and actively implement new cooperation mechanisms such as the Meeting between the three Foreign Ministers of Vietnam, Cambodia and Laos.

The two leaders specially emphasized the historical significance of the Vietnam-Cambodia relationship and agreed on the need to step up innovation and diversification of educational forms so that the people of the two countries, especially the younger generation, can understand the traditional friendship, solidarity, and comprehensive cooperation between the two Parties.
President Hun Sen also highlighted the importance of cooperation in human resource development, and asked Vietnam to continue supporting Cambodia in this field.
The two sides agreed to continue strengthening cooperation between the three countries of Vietnam, Laos, and Cambodia, including effectively implementing the agreements reached at the Summit between the three countries, strengthening solidarity and unity between countries for the benefit of each country and the common interests of the region.
