Unleashing Strength of Vietnam’s Great National Unity

The people are the masters of the state and the Party's greatest asset. Nearly 40 years of national renewal have demonstrated that the Party's reform policies are deeply rooted in the creativity and resilience of the Vietnamese people. General Secretary’s directives reaffirm that the ultimate and overarching goal of comprehensive and synchronized reform is to safeguard and advance the supreme interests of the people.

Resolution No. 43-NQ/TW, issued on November 24, 2023, by the 13th Central Committee sets forth the vision of a thriving, happy nation. It aspires for Vietnam to become a high-income developed country by 2045, serving as a unifying goal to inspire and rally the people to work collectively for the nation’s future and the well-being of its citizens.

The General Secretary has repeatedly emphasized that the foremost priority in this new era is to achieve strategic objectives. By 2030, Vietnam aims to become a modern industrialized nation with upper-middle-income status, by 2045, a developed socialist nation with high income. This vision also entails igniting national pride, fostering self-reliance, confidence, and resilience, and leveraging the combined strengths of the nation and the global era.

In recent terms, the Party has consistently focused on enhancing the role of the people and fostering the strength of national unity. This includes developing and perfecting mechanisms that ensure public participation in building the Party and political system, enabling citizens to contribute ideas across all areas of Party work. These include the formulation of guidelines, policies, and laws by the Party and State, as well as the cultivation of ethics and lifestyles among Party members and officials.

This commitment underscores the Party’s resolve to place the people at the heart of its leadership, empowering collective efforts to build a prosperous, independent, and strong Vietnam for future generations.

Despite efforts, the implementation of oversight and social critique by the Vietnam Fatherland Front and political-social organizations, particularly concerning the ethical conduct and lifestyles of Party members and officials, remains limited and has yet to meet the requirements of Party-building efforts. Challenges persist, including hesitance or misuse of democratic rights when addressing concerns or providing direct feedback to Party committees regarding signs of political, ethical, or lifestyle degradation among officials, especially leaders and key managers. Additionally, some citizen recommendations and reflections are not given timely or adequate consideration.

To harness the strength of national unity and achieve priorities in the new era, it is essential first to enhance the awareness and responsibility of Party committees, organizations, and the political system regarding the critical role of the Vietnam Fatherland Front, political-social organizations, and the people in fostering a strong, united Party. This includes reinforcing internal Party solidarity and the broader unity of the people while maintaining the Party's leadership role.

Party committees, organizations, and the political system must rigorously implement public outreach efforts, addressing legitimate concerns and grievances from citizens promptly and effectively. Emphasis should be placed on diversifying outreach methods, advancing digital transformation, and leveraging information technology to mobilize public engagement. Efforts should focus on uniting various social groups and promoting active participation in patriotic movements, improving livelihoods, and ensuring the well-being of the people.

National solidarity must be closely linked to the promotion of socialist democracy, with mechanisms and policies that unleash potential, foster creativity, and encourage contributions from Vietnamese people both domestically and abroad. Patriotic movements should prioritize practicality and effectiveness, emphasizing grassroots participation to enable widespread engagement. Particular attention should be paid to initiatives in entrepreneurship and innovation, job creation, education, labor, production, and business development, all aimed at improving living standards and ensuring happiness for all citizens.
