On September 1, the People's Committee of Quang Tri province coordinated with the US Agency for International Development (USAID) and the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) held an online event to launch USAID-funded projects to support people with disabilities in the central province.

Accordingly, two projects funded by USAID to be implemented in Quang Tri this time include: Inclusion I and project (RVCO-II).

Specifically, the project to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange (referred to as the Inclusion I) will be implemented by CCIHP.

This project will be implemented in 3 provinces of Quang Tri, Thua Thien Hue and Quang Nam with the goal of expanding medical support and rehabilitation services, and improving the health of disabled people. The project expands social services, strengthens social inclusion support, and deploys direct support to improve the quality of life of people with disabilities. The project also improves policies, public attitudes, reduces barriers, and ensures social inclusion of people with disabilities. The project will be implemented from 2021-2026, of which phase 1 is from 2021 to December 2022 with a total budget of US$6.9 million.

With the RVCO-II project, the implementation period will be from 2021 to 2024 and will be deployed in 3 provinces of Quang Tri, Thua Thien Hue and Quang Nam with a total budget of about US$2 million. The project's objective is to standardize and improve policies for disabled people, improve local capacity to implement policies related to people with disabilities. The achieved results will contribute to amending and supplementing current policies and laws to better support people with disabilities to live independently and integrate into society.

Speaking at the event, Ann Marie Yastishock, mission director of USAID appreciated the leadership and effective cooperation of the authorities and departments in Quang Tri province in the cooperation projects between the two countries so far. She also emphasized the importance of the partnership between USAID and NACCET in the project to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, including the Inclusion I project.

“With the RVCO-II project, the two sides will continue to cooperate, create positive changes in awareness and attitudes about people with disabilities, strengthen the capacity of organizations and improve policies to remove barriers to the inclusion of disabled persons," said Ann Marie Yastishock.

Tran Hung Minh, director of CCIHP, one of the organizations selected to participate in the project implementation, believes that, with its expertise and long-term experience in supporting disadvantaged groups in the community, CCIHP will play an important role. CCIHP will contribute to improving the quality of life of people with disabilities, contributing to creating a friendly and inclusive environment for disabled people in Quang Tri province and in the other two project provinces.

Hoang Nam, vice president of the People's Committee of Quang Tri province, suggested that the partner organizations implementing the project in Quang Tri coordinate closely with the relevant agencies of the province to ensure the achievement of the set project objectives, meet the local needs and donor requirements. Leaders of Quang Tri Provincial People's Committee also pledged to accompany and create the most favorable conditions for effective local projects.

“The organization of the online launching event of USAID-funded support projects for people with disabilities has special significance in the context that the visit to Vietnam of US Vice President Kamala Harris has just ended well. This continues to deepen the comprehensive partnership between Vietnam and the United States, for the benefit of the two peoples, for peace, stability, cooperation and development in the region and in the world,” Hoang Nam said.

USAID Vietnam is currently focusing on providing services to severely disabled people in areas heavily sprayed with Agent Orange. The projects are being implemented as part of the US government's efforts to remedy the consequences of the war in Vietnam.
