Vietnam And Laos Strengthen Local Cooperation

Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam support and create favorable conditions for development and cooperation between localities, including the two capitals - Hanoi and Vientiane.

On the afternoon of October 4, at the Government Headquarters, Prime Minister Pham Minh Chinh received Mayor of Vientiane Atsaphangthong Siphandone, and the delegation of Vientiane capital of Laos who were visiting and working in Hanoi.

Welcoming Mayor Atsaphangthong Siphandone and the Vientiane delegation to visit Vietnam on the occasion of the 69th anniversary of Hanoi's liberation (October 10, 1954-October 10, 2023), Prime Minister Pham Minh Chinh congratulated the achievements that the Party, State and people of Laos gained after nearly four decades of reform, including the important contribution of Vientiane.

The Prime Minister affirmed that the Vietnamese Party and State always give the highest priority to maintaining and promoting the unique fraternal relations and friendship between the two countries, supporting and facilitating cooperation between their localities, including the capital cities.

To promote the great friendship, special solidarity, and comprehensive cooperation between the two countries, Prime Minister Pham Minh Chinh proposed that the Party Committee, government, and people of Hanoi and Vientiane develop a plan to concretize the agreements between the two countries, including the cooperation strategy between the two Governments for the period 2021-2030 and the bilateral cooperation agreement for 2021-2025.

The two countries need to organize and well implement the contents signed in the cooperation agreement, continue to coordinate closely, maintain delegation exchanges at all levels, and exchange experiences in the management and administration of capital development and people-to-people exchanges.

The two countries strengthen strategic infrastructure connections, including the Hanoi-Vientiane expressway and the railway connecting Vung Ang port (Ha Tinh, Vietnam) with the capital Vientiane.

Hanoi and Vientiane capital need to promote cooperation in areas where both sides have strengths and potentials such as typical agricultural production models, high-tech applications, boosting tourism products and linking tourism between Hanoi and major provinces and cities of Laos and Cambodia.

The two capitals strengthen trade exchanges and investment activities, attracting Hanoi investors to invest in Laos' priority fields such as biotechnology, medicine, health care, and logistics.

Vietnam and Laos strengthen cooperation in training high-quality human resources, especially in emerging fields, promote cultural exchange and education for the young generation to understand the great relationship between the two countries and the two localities particularly.

They also cooperate and support institutional improvement and socio-economic development, especially in difficult times, contributing to building an independent, self-reliant economy with extensive, practical, and effective international integration.

Regarding the results of cooperation between Hanoi and Vientiane, as well as the results of the delegation's visit, the Governor of Vientiane said the two capitals will exchange delegations at all levels to strengthen cooperation, cultivate friendship, implement effective cooperation programs in many fields such as transportation infrastructure, education-training, investment, trade, culture, tourism, and people-to-people exchanges.

On this occasion, Mayor Atsaphangthong Siphandone conveyed the warmest regards and congratulations from Lao Prime Minister Sonexay Siphandone to Prime Minister Pham Minh Chinh.

PM Chinh also asked the Mayor to convey his regards to the Party General Secretary and President of Laos Thongloun Sisoulith, PM Sonexay Siphandone, National Assembly Chairman Saysomphone Phomvihane, other incumbent and former Party, State and NA leaders of the neighboring country.
