Vietnam and Russia Sign Memorandum on Education and Science Cooperation
At the conference, reports on scientific, educational and training cooperation reports were presented, specifically the reports on cooperation between the Kuzbass Science and Education Center, Kuzbass State Technical University, Kemerovo State University, Kemerovo State University of Culture and the Arts, Kuzbass State Agricultural Academy, Siberian State Industrial University and the Institute for Tropical Technology under the Vietnam Academy of Science and Technology and the Vietnam National University – Hanoi branch.
A Memorandum of Understanding between the Institute for Tropical Technology (Vietnam) and Kuzbass State Technical University (Russia) was also signed at the event.
The agreement between the two educational institutions will enhance joint scientific research, high-quality scientist and teaching staff training and exchange of educational materials, research methodologies, scientific materials and textbooks. In addition, a direct connection between different departments under both institutions will be established, as well as joint technical training programs at the university, graduate and post-graduate levels.
The conference participants agreed to join international education and scientific programs, funded programs and projects and joint scientific research, gather scientists to carry out innovative projects, exchange students and teaching staff to deliver science-based lessons and publish joint specialized books, textbooks and scientific collections and articles.

Addressing the conference, Director of the Russian-Vietnamese Cooperation Development Fund "Tradition and Friendship" Nguyen Quoc Hung noted that the conference was held as Vietnam and Russia celebrated 20 years of establishing Strategic Partnership, leading to numerous activities being held within the scope of two events, the Vietnam year in Russia and the Russia Year in Vietnam.
“As we step into the third decade of strategic partnership, the relationship between the two countries should be further strengthened in the new situation. Vietnam and Russia have great potential for cooperation. However, due to differences in institutions and mechanisms and complex situations at the global level, the bilateral cooperation between the two countries has not yet met the expectation of the leaders and peoples of both countries,” he said.
'There is immense potential for cooperation between localities and regions in Vietnam and Russia, with great attention and concern from both sides. We need to strengthen different cooperation channels to boost the traditional cooperation relationships. People-to-people relations, especially in science diplomacy, are an important channel to enhance collaboration between Vietnam and Russia.”

Hung also said the Russian-Vietnamese Cooperation Development Fund "Tradition and Friendship" supported scientific and technical cooperation initiatives between Kuzbass and Vietnam, as the fund aimed to boost people-to-people relation development and comprehensive friendship and cooperation between Vietnam and Russia.
“The conference also has a symbolic meaning as it was held in the year recognized by Russia as the year of science and technology. The Kuzbass region has immense potential for scientific and technological cooperation. The national project ‘Science and universities,’ amongst others, aims to build 15 international-standard scientific and educational centers in Russia. These centers gather top universities, scientific organizations and production businesses of the Russian economy to address large-scale scientific and technological issues. The Kuzbass Science and Education Center was one of the first five centers selected under this project in 2019,” Hung said.
"The Institute for Tropical Technology under the Vietnam Academy of Science and Technology is currently one of Vietnam’s top scientific and educational institutions. More importantly, the institute has traditionally cooperated with universities and institutions in the Soviet Union and now the Russian Federation. The management staff of the institution’s research centers graduated from universities in the Soviet Union and Russia.”
The director of the Russian-Vietnamese Cooperation Development Fund "Tradition and Friendship" said he believed that the signing of the Memorandum of Understanding between the Institute for Tropical Technology under the Vietnam Academy of Science and Technology and Kuzbass State Technical University was only the beginning of a long and effective cooperation between both parties.
“In the signed agreement, both sides have defined a comprehensive and ambitious cooperation plan. What makes me more surprised and satisfied is that Dr. Tran Dai Lam, director of the Institute of Tropical Technology, has noted the potential fields for cooperation between the two institutions. This is what we are aiming for: practical and effective cooperation that meets the needs and brings benefits to both sides,” Hung said.
