At the beginning of the meeting, Ambassador Dang Minh Khoi briefly described the situation of the Vietnamese community in Russia, with about 100,000 people living, studying and working in the coutry.
Many of them have received Russian citizenship, considering Russia their second homeland. In addition, the more than 600,000 Russian tourists visiting Vietnam before the Covid-19 pandemic was an important factor in promoting people-to-people diplomacy between the two countries.
The ambassador said: "Only a heart-to-heart relationship is the most sustainable, truest relationship." For the first time, the phrase "people's diplomacy" was officially mentioned in the Foreign Affairs section of the Resolution of the 13th Party Congress of Vietnam.

He said he appreciated Russian friends working in the Russia-Vietnam Friendship Association, many of which are elderly but still enthusiastically contribute and develop the friendship between the two countries.
The ambassador proposed to jointly consider and, if appropriate, propose to higher authorities to establish a People's Forum of the two countries.
The ambassador said that there are many Vietnamese restaurants in Russia, even with Russians participating in this business, showing that Vietnamese culture, including culinary culture, is penetrating more and more deeply into Russia.
He suggested organizing Vietnamese cultural events on weekends in public places in Russia. At the same time, he said it was necessary to change the style of promotion for cultural exchanges.
Assessing the relationship between Vietnam and Russia, the ambassador said that the two countries had regularly maintained high-level delegation exchanges, in which Russian President Vladimir Putin has visited Vietnam five times.
In the context of complicated pandemic developments, the two sides effectively use online exchange channels, phone calls, emails, and are currently coordinating to prepare for a high-level visit of Vietnamese leaders to Russia.
The ambassador said appreciated the bilateral economic cooperation, with trade turnover doubling after five years of Vietnam joining the free trade area with the Eurasian Economic Union, but said that it was still not commensurate with the potential of the two countries.
He affirmed that he would make every effort with relevant authorities to promote economic cooperation so that the people of the two countries can directly benefit.
For his part, President of the Russia-Vietnam Friendship Association Vladimir Buianov thanked the Embassy for the interest for the activities of the Association, saying that many Russians considered Vietnam their second homeland. Many Russians also engage in practical activities contributing to the development of the friendship between the two peoples.
