The conference is attended by thousands of Japanese delegates and international representatives from the Marshall Islands, the Philippines, the Republic of Korea, Nepal, the US, Ukraine, Germany, France, Russia, Finland, Canada, the UK, and Vietnam.

The leader expressed his hope that this year’s conference will call on nations to work together in building a peaceful world on the basis of mutual understanding and respect, as well as the observance of international law, especially the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea, and engage in mutually beneficial cooperation with sincerity, trust, and responsibility.
