Vietnam Discusses Innovation in Public Governance and Digital Transformation with Nordic Countries

The Ho Chi Minh National Academy of Politics in collaboration with the Embassies of 4 Nordic countries including Sweden, Denmark, Finland and Norway organized their 8th annual seminar earlier this week. This year's event is themed "Effective leadership and public administration, promoting innovation and digital transformation: Nordic and Vietnamese experiences".

In his opening remarks, Deputy Director of the Ho Chi Minh National Academy of Politics, Assoc. Prof. Dr. Duong Trung Y said that the recent Resolution 57-NQ/TW of the Politburo especially emphasizes the role of science, technology, innovation and digital transformation as an important driving force for the country's breakthrough development in the new era - the era of reaching out of the Vietnamese nation.

In the discussion, Swedish Ambassador Johan Ndisi noted that Sweden, with its decentralized governance system, is a model of inclusivity and innovation, especially in digital transformation and interdisciplinary cooperation.

"Governance is most effective when it is inclusive, innovative and people-centered. Our decentralized model, combined with a strong commitment to digital transformation, gender equality, and work-life balance, has proven that leadership based on collaboration and adaptability can create far-reaching changes. Sharing these experiences will help us all go further in improving the quality of public administration on a global scale," Swedish Ambassador Johan Ndisi emphasized.

On the other hand, for many years, Denmark has held the world's leading position in e-Government. Denmark's success shows that digital transformation not only strengthens communities, improves the efficiency of public services, but also strengthens institutional trust and promotes citizen participation. Digital tools also help share data better, support effective decision-making, help governments effectively address social challenges, and maintain sustainable development.

"In a rapidly changing world, effective governance must be based on adaptability, innovation and building trust," said Danish Ambassador Nicolai Prytz.

Finland is a pioneer in decentralizing management and promoting innovation, thereby building a sustainable, people-centered governance system. Finnish Ambassador Keijo Norvanto affirmed that fair administration is the foundation of society.

"By prioritizing management decentralization and fostering a culture of innovation, Finland has developed a system that is flexible, adaptable, and brings practical benefits to its citizens. Sharing these experiences can inspire future approaches to leadership and governance," said the Finnish diplomat.

Norway focuses on balancing central and local governments, and encourages citizen participation to build a more inclusive and flexible governance system.

According to Norwegian Ambassador Hilde Solbakken, good governance is built on trust, transparency and citizen participation.

"We have witnessed the tremendous value of having people involved in the decision-making process, as well as balancing power between levels of government to create a more flexible management system. Through the exchange of experiences, we can work together towards an effective and responsible public administration," said the Norwegian Ambassador.

Speaking at the closing of the Seminar, Swedish Ambassador Johan Ndisi highly appreciated the presentations of the speakers and the opinions discussed at the Seminar. The insights gained here will contribute to building more effective, inclusive and advanced public administration systems in the participating countries.
