The Vietnam Peace and Development Foundation (VPDF) organized a seminar in Hanoi on October 2, which sought to learn from international experience in building, developing, managing and protecting the capital city.

The seminar was held by the Vietnam Peace and Development Foundation.

Participants focused on such topics as decentralization for the capital city’s authorities, mechanisms monitoring the exercise of state power, policies for the development of culture, education, science-technology, and high-quality human resources, along with policies and solutions to attract resources, especially strategic investors, in service of the city’s development, and positioning the capital city in the national development strategy.

They also looked into hindrances to the implementation of the 2012 Law on Capital City, thus creating a firm legal foundation to build a civilized, modern Hanoi, making it a center and a growth driver of the Red River Delta, and a key economic region of the northern region and the country at large.

Permanent Vice Chairman of the municipal People’s Committee Le Hong Son said to fulfill the target of turning Hanoi into a globally connected city by 2045, it is necessary to amend the law, adding the opinions raised at the event will serve as a reference to perfect the legal document.

Under issued plans, Hanoi will be transformed into a globally connected city and a regional economic hub by 2045, with high living conditions and comprehensive growth.

Party General Secretary Nguyen Phu Trong has signed a decision to issue Resolution No 15, guiding the development of the Hanoi Capital Region until 2030 with a vision towards 2045.

Under the new resolution, Hanoi is designated to become a center and development for the Red River Delta and a key economic region of the north, with high regional and international competitiveness by 2030.

Gross Regional Domestic Product (GRDP) growth during the 2026-2030 period is set to increase to 8-8.5 percent and the GRDP per capita is expected to reach 12,000-13,000 USD. The figure is projected to grow to 36,000 USD by 2045.

To fulfill these targets, the resolution puts forward some key tasks and solutions, including continuing to raise awareness of the significant position, role, and importance of the capital city; and developing the capital's economy rapidly and sustainably based on restructuring the economy in connection with renewing growth models and mobilizing effectively all resources./.
