Vietnam, China boost defence cooperation
Vietnamese Minister of National Defence Sen. Lieut. Gen. Phan Van Giang hosted an official welcome ceremony in Hanoi on April 25 for Chinese State Councillor and Minister of National Defence Sen. Lieut. Gen. Wei Fenghe, who is paying an official visit to Vietnam from April 24-27.
During the talks held following the ceremony, Giang, who is also a member of the Politburo and Deputy Secretary of the Central Military Commission, lauded the Chinese minister’s visit, saying that it shows the special attention of the Chinese Party, Government and Ministry of National Defence to promoting the sound traditional friendship between the two Parties and States as well as the two Ministries of National Defence in particular, for the interest of both peoples and peace, stability, cooperation and development in each country as well as in the region and the world.
He congratulated China on the successful organisation of the meetings of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference, as well as the country’s announcement of the completion of the first 100-year-goal and the launching of the first year of the 14th five-year plan, laying the foundation for the second 100-year-goal.
For his part, Wei affirmed that defence cooperation between the two countries is one of the important pillars, contributing to the enhancement of the friendship and partnership between the two Parties and States, for the benefits of people in both countries and for peace, cooperation and development in each country as well as in the region and the world.
Both sides agreed that the year of 2020 witnessed complicated developments in the world and regional situation with great risks of instability, creating new challenges to the trend of peace, cooperation and development and greatly impacting the security and development environment of all countries, VOV reported.
Secretary of Ho Chi Minh City Party Committee works with Can Gio District
A delegation from the Ho Chi Minh City Party Committee and experts led by Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen visited and surveyed at Can Gio District, Ho Chi Minh City on April 24.
The delegation visited and surveyed a number of businesses, projects and people's regarding their lives in Thanh An island commune.

In his speech, Politburo member Nguyen Van Nen congratulated the people of Thanh An island commune, Can Gio district as the commune has just been recognised by the Prime Minister as an island commune, a status which will officially take effect from July 1, 2021.
The Party official highly lauded the positive results in the process of building a new-style rural area in Can Gio District, noting that the Party Committee and authorities in the district should continue to focus on forest conservation, implementing effective policies and models to improve the lives of people in the area, according to NDO.
The city will promote the implementation of mechanisms and policies to connect and mobilise resources to develop the land, he added.
Illegal immigrants arrested in Northern Dien Bien Province
Border guards in the northern border province of Dien Bien have arrested seven people who illegally entered Viet Nam. At the A Pa Chai border post, they confessed that they are members of two families, and committed the violations in fear of undertaking COVID-19 quarantine. They were then sent to quarantine in line with regulations.
Earlier on April 24, Dien Bien authorities handed over 20 Chinese nationals involving in two cases of “brokering illegal entry” that were uncovered in early April.
At 15pm of April 1 in Ca Hau village, Na U commune, Dien Bien district, border guards in the Tay Trang international border gate arrested Nguyen Van Sinh, born in 1988 and residing in Pom Pot commune of Dien Bien district who was guiding two taxis carrying nine Chinese from Pom Lot commune to the border to hand over to another suspect in Na U commune of Dien Bien district before crossing the border to China for VND 8 million for each person.

On April 6, 10 Vietnamese and nine Chinese were arrested in the Viet Nam-Laos border in Ca Hau village of Na U commune while trying to exit Viet Nam illegally. Two more Chinese who were hiding in the border were also seized on the same day. They said that they hired Vietnamese people to drive them with motorbikes to the border of Dien Bien for nearly VND 9 million per person.
After being detained, the 20 Chinese citizens were then sent to quarantine before being handed over to Chinese authorities on April 24.
On the same day, Dien Bien authorities also received 13 Vietnamese citizens returning from China, as reported by VNA.
Three new Covid-19 cases take national tally to 2,846
Three Vietnamese nationals returning from Japan were confirmed positive for COVID-19, raising the national patient tally to 2,846, according to the Ministry of Health.
Two of the latest patients were repatriated on April 23 while the other was brought home on April 20, the ministry said.
Minister of Health Nguyen Thanh Long on Sunday warned of a possible fourth wave of COVID-19 as regional countries reported the rapid surge of new cases and many citizens fail to implement the ministry’s preventive measures.
Competent agencies and local authorities have taken drastic measures to prevent COVID-19 importation and prepared response plans in case the pandemic spreads widely, especially in the Southwest region, Nguyen said.

He called on citizens to seriously implement the ministry’s 5K campaign message: khau trang (facemask), khu khuan (disinfection), khoang cach (distance), khong tu tap (no gathering) and khai bao y te (health declaration), saying these measures are decisive factor to reduce community transmissions, according to VGP.
HCM City focuses on developing infrastructure for e-commerce
Ho Chi Minh City is focusing on developing its infrastructure system serving e-commerce amid the rising trend in online shopping, according to the city’s Department of Industry and Trade.
Figures from the department show that 62.5% of local consumers use the internet for shopping, while 17.9% choose online payments.
The value of online shopping rose 13.8% annual in recent years, the department reported.
According to Ha Ngoc Son, head of the Import-Export Management Office under the city’s Department of Industry and Trade, the city aims to provide training to at least 70% of public servants in economic sectors on general knowledge on State management over e-commerce activities, focusing on factors supporting such activities.

However, Son also said the city needs support from the State on planning, land reserves, and financial resources in the form of public investment.
Meanwhile, Tran Thai Son, founder and CEO of e-commerce platform Tiki.vn, said shopping demand via e-commerce floors is rising, adding that in HCM City it is double or even triple the country’s average.
Along with enterprises and e-commerce floors, more small businesses and individuals have also engaged in distributing and selling goods through e-commerce apps, he said, stressing the crucial need to expand infrastructure serving these activities, VOV said.
