13th National Party Congress officially opens

The 13th National Congress of the Communist Party of Vietnam (CPV) is to officially open in Hanoi in the morning of January 26, with the participation of 1,587 delegates representing more than 5.1 million Party members nationwide, VNA reported.

Among the delegates, 13.99 percent are women, and 11.03 percent are ethnic minorities.

Guests at the congress include former Party and State leaders, ambassadors and representatives of the diplomatic corps of foreign countries and chief representatives of international organisations in Hanoi, Heroic Mothers, and outstanding youths and intellectuals and representatives from religious organisations.

The Politburo decided to establish 67 delegations, and assign their heads.

The 13th Congress is an important political event for the entire Party, army and people and a milestone in the development of the Party and the country as a whole. It bears future orientation significance, thus helping boost the country’s renewal, integration and development cause comprehensively and synchronously.

Documents to be submitted to the Congress not only review the implementation of the 12th Congress’s Resolution in association with the assessment of the 35-year renewal, 30 years implementing the 1991 Platform, 10 years implementing the 2011 Platform (amended) and the 2011-2020 socio-economic development strategy, but also set out the socio-economic development orientations and tasks for 2021 - 2025, as well as the goals and orientations for 2030 and the national development vision to 2045.

This Congress will also review the Party building work and the leadership of the 12th Party Central Committee, and elect a new Party Central Committee for the 13th tenure.

According to the approved working programme, after the opening ceremony, the congress will listen to a report by the 12th Party Central Committee on its leadership. In the afternoon, delegates will work in groups.

13th National Party Congress widely covered by regional media

The 13th National Congress of the Communist Party of Vietnam (CPV) has been a hot topic among media outlets throughout Southeast Asia in recent times, with the major political event running from January 25 to February 2, as reported by VOV.

Singapore-based The Straits Times outlined how the nine-day event will be running with the attendance of approximately 1,600 delegates, with the purpose of the function to select new leaders and shape policy for the next five years and beyond. The outlet also highlighted Vietnamese success in containing the novel coronavirus (COVID-19), stating that this has helped its economy exceed much of Asia over the past year, adding that the coutnry is already eyeing an average annual gross domestic product growth of 7% over the next five years.

Elsewhere, Malaysian publisher The Star has reported that the 1,587 delegates representing more than 5.1 million Party members nationwide at the congress means this will be the largest number of delegates ever in the history of the nation’s Party congresses. It quotes Mai Van Chinh, deputy head of the CPV Central Committee’s Organisation Commission, as saying that women and members of ethnic minority groups account for 13.99% and 11.03% of delegates, respectively.

Guests present at the event will include former Party and State leaders, ambassadors, and heads of international organisations in Hanoi. They will be joined by representatives from the intelligentsia and arts community, outstanding youth union members, and religious officials, among others, it said.

According to the Malaysian news outlet, all preparations for the congress have been completed, ranging from security to logistics and reception.

Russian expert confident of Vietnamese socialist orientation

Boris Komotsky, editor-in-chief of Russian newspaper "The Truth" (Pravda), has stated that providing Vietnam stays firm in maintaining its socialist orientations, the nation will achieve fresh economic successes in the future.

In terms of Vietnamese achievements in socio-economic development after approximately 35 years of carrying out reform policies under the leadership of the CPV, Komotsky believes that the nation is one of the fastest growing countries, not only in Southeast Asia, but globally, with annual growth between 5% and 7%.

Emphasizing the country’s socialist orientations, including the leading role of the CPV, Komotsky said the CPV’s guidelines represents progress without changing in the socialist orientations of the Party. Over the past five years, the Party's task has been to enhance its role and prestige. In order to do this moving forward, the CPV must focus on Party rectification, in addition to ensuring social justice, particularly with regard to State orientations towards strengthening legal foundations.

Discussing the interests of foreign policies for the purpose of international integration under the leadership of the CPV, the Russian expert believes that the foreign policies of the CPV Central Committee and other relevant agencies have been flexible in both bilateral and multilateral relations.

Komotsky outlined his belief that the CPV will successfully meet the goals set out by the Party Central Committee in its documents submitted to the 13th Congress, in which the nation is poised to become a modern industrial developed country by 2025, according to VGP.

Indonesia returnee confirmed latest case of COVID-19

A 47-year-old woman repatriated from Indonesia was confirmed positive for COVID-19 on Monday, raising the patient tally to 1,549.

The woman, native of Ha Noi, landed at the Noi Bai International Airport on January 10.

She is being treated at the National Hospital for Tropical Diseases in the city’s Dong Anh District.

At present, nearly 21,000 people, who came in contact with COVID-19 patients or were brought home from the pandemic-stricken areas, are placed under quarantine nationwide.

The same day, 14 patients were declared free of the virus, raising the total recoveries to 1,425, according to the National Steering Committee for COVID-19 Prevention and Control led by Deputy Prime Minister Vu Duc Dam, VGP said.

VN to stop import of phones using 2G and 3G technology from July

Viet Nam will stop production and import of phones using 2G and 3G technology since July 1, 2021, according to a new circular from the Ministry of Information and Communications (MIC).

Circular No. 43/2020/TT-BTTTT on national technical regulations on terrestrial mobile communication equipment regulates that mobile phones manufactured or imported into Viet Nam must use Evolved Universal Terrestrial Radio Access (E-UTRA) or 4G technology.

This means that all mobile devices with simply 2G, 3G or combined technology would not be produced and imported into the Southeast Asian nation.

Phones produced and imported before July 1 would be allowed to be sold.

The move targets to eliminate 2G in the first quarter of 2022.

Viet Nam targets that all residents would use smartphones by 2025 with the strategy of providing “made-in-Viet Nam” smartphones costing less than US$50. Phone producers and network providers have signed up to the plan.

A market research study by Adsota found out that about 44.9% of the Vietnamese population used smartphones by 2020.

The MIC is expected to officially approve 5G services in mid-2021 following two years of trials, according to VGP.
