Vietnam Prioritizes Human Rights in Addressing Climate Change
Being in the group of 5 countries that will be severely affected by climate change, Vietnam soon realized the importance of responding to ensure human rights.

The Vietnamese government has a strong political commitment to responding to the global concern about climate change. At forums of cooperation on combating climate change or at diplomatic meetings, Vietnamese leaders always affirm the implementation of international commitments, effectively implement relevant international commitments and wish to cooperate with countries in this field.

At the 74th session of the United Nations General Assembly last September in New York (USA), Prime Minister Nguyen Xuan Phuc and world leaders voiced support for the New Deal for Nature and People.

In a short film screened at the event "Leaders Pledge for Nature", Prime Minister Nguyen Xuan Phuc said: "Vietnam is making great efforts to join hands with the world in implementing the transition process towards a green economic model and a circular economy. Vietnam does not trade the environment for economic development, affecting sustainable development; always place response to climate change, resource management, and environmental protection in important positions in the resolution and development orientation”.

At the 47th Regular Session held in July, the United Nations Human Rights Council (UNHRC) approved the Resolution on climate change and human rights chaired by Vietnam, drafted and proposed by Bangladesh and the Philippines. The resolution focuses on ensuring the rights of vulnerable groups, especially the disabled and the elderly.

With the proposal and efforts of the Vietnamese, Bangladeshi and Philippine delegations in Geneva, on July 14, the Human Rights Council approved the 2021 resolution on climate change and human rights. The resolution focused on vulnerable groups, with a high number of votes in favor (46 votes in favor, 0 votes against, 1 abstention out of 47 members of the Human Rights Council).

Since 2014, Vietnam and core group members have introduced an annual resolution on climate change and human rights for the Human Rights Council to consider and approve. Each year, the resolution focuses on specific groups such as children's rights, right to health, migrants' rights, and women's rights in the context of climate change.

Vietnam's participation in the development of this resolution and in the activities of the core group reflects Vietnam's efforts in responding to climate change. At the same time, it contributes to the implementation of an active and responsible foreign policy towards common issues of the international community.

Speaking at many sessions, Ambassador Le Thi Tuyet Mai, head of the Permanent Delegation of Vietnam to the UN, World Trade Organization (WTO) and other international organizations in Geneva, talked about Vietnam's consistent policy, efforts and achievements in promoting and protecting human rights. She said Vietnam supported the United Nations human rights mechanisms, supports the conduct of substantive, constructive dialogue on human rights issues.

The Ambassador also highlighted Vietnam's efforts to protect human rights in response to the Covid-19 pandemic, to ensure basic human rights of the people. The highest priority is to protect the lives and health of people, especially vulnerable groups, while maintaining economic growth; calling on countries to make efforts to increase production of Covid-19 vaccines, ensure timely and equitable access to Covid-19 vaccines to effectively respond to the pandemic and have a sustainable recovery.

Being in the group of 5 countries that will be heavily affected by climate change, Vietnam soon realizes the importance of responding. Vietnam pays special attention to integrating measures to protect public health, disadvantaged groups in society, ensure food, housing, and education rights into national programs and policies on coping with climate change.

This is a testament to Vietnam's consistent policy of ensuring and promoting human rights. At the same time, it is the driving force, the striving goal of the whole society to build a better world after the Covid-19 pandemic.
