Vietnam - Russia military leaders meet up to promote defense cooperation

This discussion offered an important opportunity for military leaders of both countries to discuss issues of mutual interest and to reach consensus on measures to effectively enhance bilateral defense cooperation, one important pillar in the Vietnam-Russia comprehensive strategic partnership.

Vinh congratulated the Russian Federation on successfully organizing the Ceremony of the 75th Anniversary of the victory in the Great Patriotic War, as well as the success of its national referendum on the constitutional amendments.

Deputy Minister Nguyen Chi Vinh took this occasion to offer his greetings and health wishes of Vietnam Defense Minister Ngo Xuan Lich to Mr. Formin and through Mr. Formin to deliver his greetings and heath wishes to Russian Defense Minister S.K.Shoigu.

According to Vinh, Vietnam Minister of Defence, Ngo Xuan Lich consistently affirmed that despite the complicated situation of the COVID-19 epidemic, Vietnam determined to maintain the agenda and content of cooperation. Vietnam's Ministry of Defense had made every effort to prevent disruption in the activities between the two sides. He also expressed the expectation that the Russian Minister of Defense, S.K.Shoigu would attend the Association of Southeast Asian Nations (ASEAN) Defense Ministers Meeting Plus (ADMM+), which would be held in Vietnam.

Regarding the cooperation on COVID-19 prevention, Deputy Minister Nguyen Chi Vinh highly appreciated the performance of the Vietnam-Russia Tropical Center and the mobile clinic that the Russian donated in Vietnam. Those were significantly important features to help Viet Nam in early detection and effective prevention of this disease.

On this occasion, Vinh informed A.V. Fomin on the process of organizing activities in the year which Vietnam undertakes its role as ASEAN Chair and non-permanent member of the United Nations Security Council. Thereby, Mr. Nguyen Chi Vinh affirms Vietnam's determination to continue promoting cooperation in ADMM, ADMM + for the mutual benefit of ASEAN as well as partner countries, including the Russian Federation; supporting a number of Russian initiatives and looking forward to Russia backing Vietnam's initiatives during its year as ASEAN Chair, promoting ASEAN-Russia relations to contribute to the regional and global peace, stability, and development.

For his part, Lieutenant General A.V. Fomin, Deputy Minister of Defense of the Russian Federation, offered greetings from Minister S.K.Shoigu to Vietnam's Defense Minister - General Ngo Xuan Lich, congratulated Vietnam for successfully combating the COVID-19 epidemic and still controlling the situation so far. Mr.Formin expressed his deep thanks to the Ministry of Defense of Vietnam for donating medical supplies to the Ministry of Defense of the Russian Federation and to Vietnam for widely broadcasting the Parade of the 75th Anniversary of the victory in the Great Patriotic War on June 24.

Russia will never forget Vietnamese soldiers who stood side by side with their Soviet Union peers in the fight against Fascism, he said, adding that his country has honored seven Vietnamese soldiers at the Main Cathedral of the Russian Armed Forces.

The Russian Deputy Defence Minister wished Vietnam would reap great successes as ASEAN Chair 2020, especially in organizing activities celebrating the 10th anniversary of ADMM. He stated that Russia was ready for dialogue and cooperation on the basis of trust and peace with other countries. Regarding the Vietnam-Russia Tropical Center, Russia considered it as an important heritage in the comprehensive strategic partnership between the two countries.

The two officials together evaluated the defense cooperation between Vietnam and Russia over the past time and agreed on orientations to develop relations in the coming time, affirming a determination of not allowing the COVID-19 pandemic to affect their developing ties, stressing the importance of collaboration in dealing with non-traditional security challenges.

The two sides also highlighted outstanding areas of cooperation such as exchanging high-level delegations, promoting cooperation between army services, training troops, building a profile on 70 years of Vietnam-Russia defense relations, participating in the International Military Sports Festival, and completing documents on UN cooperation and peacekeeping and a history book on the 70th anniversary of Vietnam-Russia relations.
