The overview of the Conference.

Delegates attending the conference include: Member of the Party Central Committee, Head of Commission for Foreign Relations of the Party Central Committee Le Hoai Trung; representatives of the Central Organizing Committee, Commission for Mass Mobilization, Ministry of Home Affairs, all officials and employees of the Vietnam Union of Friendship Organizations.

The conference is also held online via online bridge broadcasting in the provinces / cities for the Presidium's members who cannot participate directly, the bridge broadcasting is at the 8th floor hall at the VUFO's headquarters for VUFO's member organizations and another bridge broadcasting at the VUFO Representative Office in Ho Chi Minh City.

Speaking at the opening of the Conference, VUFO President Nguyen Phuong Nga emphasized that the Conference was held in a very special context, when the XIII National Party Congress has just been organized very successfully with its Resolution are stepping up the grasp and studying to public sector, branches, levels and localities. Regarding the forces implementing foreign affairs, the XIII National Party Congress has identified a honorable but difficult task of "building a comprehensive and modern diplomacy with three pillars: Party diplomacy and State diplomacy and people-to-people diplomacy".

At the conference, Party Central Committee Member, Head of the Commmission for Foreign Relations of the Party Central Committee Le Hoai Trung thoroughly grasp the XIII National Party Congress' foreign policy to delegates. Delegates, basing on that, exchanged and discussed the Action Plan to implement the Resolution of the XIII National Party Congress of the entire Friendship Union system in order to: First, unify awareness and action in the whole system of the VUFO, deeply and positively grasping, proactively implementing the Resolution of the XIII National Party Congress with specific actions, in order to successfully realize the orientation, vision and goals that the Congress proposed, contributing to the cause of national construction and defense; Second, continue to strongly innovate, increase the quality and efficiency of the entire VUFO system, enhance the role and position of the people-to-people relations; Third, build a strong VUFO system with a team of qualified, brave, capable staffs and capability of meeting the mission requirements in the new situation.

One of the other important tasks mentioned in the conference is to thoroughly grasp the Charter of the VUFO which has been just approved by the Prime Minister on March 23, 2021. This is the first time the VUFO's Charter has been approved by the Prime Minister and used consistently in the VUFO system both at the central and local level. On that basis, the Conference adopted the working regulations of the Presidium, the Standing Committee and the Inspection Committee. The Conference also approved the report on personnel changes of the VI Presidium.

Also, at the conference, the leaders of the VUFO reported to the Presidium the results and evaluation of 10-year implementation of Directive 04-CT / TW dated July 6, 2011 of the Party Central Secretariat (Session XI on continuing to innovate and improve the effectiveness of people-to-people relations in the new situation.

Over the past 10 years, the VUFO and its member organizations have researched and implemented Directive 04, making efforts to innovate and improve the quality of operations under the motto "proactive, flexible, creative., effective”, implementing comprehensively activities to promote friendly and cooperative relations with foreign partners, establishing relationships with many new partners; mobilize and fight public opinion to protect the national interests and the nation; contribute to enhancing the promotion of Vietnam's image in the international arena; participate in forums and multilateral mechanisms to protect the country's interests as well as contribute to the progressive movement of the peoples of other countries; to encourage and motivate the participation of organizations and individuals in people-to-people activities; mobilize aid and strengthen cooperation with foreign non-governmental organizations; improve the quality and efficiency of advisory, research, and external communication and propaganda work.

The VUFO has also coordinated with relevant ministries, agencies and localities to promote the institutionalization of Directive No.04-CT/TW for creating favorable conditions for the VUFO system's organization and operation.
