At the conference, Phan Anh Son, President of the Viet Nam Union of Friendship Organizations (VUFO), outlined the direction for work in 2025, emphasizing the need to build and organize the leadership of the entire VUFO system to meet three key requirements. These include the demands of the Party and State leadership, the needs of those engaged in people's diplomacy in the new phase, and the expectations of international partners and friends.

The Party and State leadership’s requirements are reflected in policies, directives, resolutions, and plans issued by authorities at various levels concerning foreign relations. The intrinsic requirements refer to policies, plans, objectives, and tasks that must be developed based on the aspirations and internal desires of the system itself. The expectations of international partners reflect their wish to cooperate and engage with the people of Vietnam (for overseas Vietnamese, this pertains to engaging with their homeland, country, and community) in the most effective and successful manner.

To achieve these goals, Phan Anh Son emphasized that VUFO must organize tasks based on four main principles, including developing a deep understanding of people's diplomacy philosophy, building a highly skilled team of personnel, establishing a smooth and professional system of regulations, procedures, and information, and ensuring that key leaders are aware of, and continually refine, their leadership and decision-making skills to provide clear vision and sound decisions in leading, and managing the system.

As for the core tasks in 2025, Phan Anh Son suggested five key focus areas: reinforcing the organization and structure of the entire system, identifying key partners, areas, and fields of work; completing the legal system, standards, forms, and procedures (including regulations, charters, reports, and visual identity); creatively implementing the foreign economic diplomacy policy; integrating foreign relations with development strategies to implement these policies within the VUFO system and support other partners; successfully organizing the 7th National Congress of VUFO, the 5th International Conference on cooperation between Vietnam and foreign non-governmental organizations, along with several other major events.

The 2024 summary report, presented by Nguyen Ngoc Hung, Vice President of VUFO, highlighted several key achievements. VUFO had unified its direction, the term of the congress, organizational model, system-wide identity, and naming conventions. The organization also streamlined its structure at the Permanent Office and among its member organizations, developed a database of member organizations, and systematized its network of friends and partners. It issued several regulations, shared information, and conducted training across various channels to enhance the capacity of the staff at the Permanent Office, and throughout the system.

VUFO has also intensified diplomatic exchanges and cooperation with domestic partners, worked with universities, and expanded efforts to promote people's diplomacy to a wider youth audience. The organization participated in 7 high-level delegations visiting 9 countries, hosted 8 leadership activities of the Party and State, and organized 43 outbound delegations, 28 inbound delegations, 4 international conferences and seminars, and signed 1 Memorandum of Understanding (MOU).

VUFO has strengthened its relationships with traditional partners, expanded and built new networks of partners, and actively engaged in multilateral mechanisms, expanding cooperation in various fields including economics, trade, tourism, culture, and science. It also reinforced its relations with foreign non-governmental organizations and diversified its target groups for advocacy. Notably, VUFO mobilized VND232 billion (US$9.12 million) from foreign NGOs to help recover from Typhoon Yagi's aftermath and build 1,000 homes.
