Speaking at the ceremony, Ambassador Pham Quang Hieu reflected on the heroic history of 80 years of building and growing the Vietnam People's Army. He highlighted the Army's contribution to creating a peaceful and stable environment in the region and the world, promoting the heroic tradition of thousands of years of nation-building and defense. International integration and defense diplomacy have achieved significant breakthroughs, creating favorable conditions for national development and defense. Vietnam currently has defense relations with over 100 countries and has been participating in the United Nations peacekeeping force since 2014.
Ambassador Pham Quang Hieu emphasized that the strong development of the Vietnam-Japan friendship has continuously expanded and deepened defense cooperation between the two countries. This cooperation has become a key pillar in their relationship. The two countries maintain various cooperation mechanisms, including the Defense Policy Dialogue at the deputy ministerial level, consultations with staff officers from the Navy, Army, and Air Force, signing of multiple cooperation documents, and strengthening capacities in areas such as war aftermath mitigation, training, military medicine, search and rescue, United Nations peacekeeping, and collaboration within the ASEAN Defense Ministers' Meeting Plus (ADMM+).
The Ambassador affirmed that upgrading their relations to a Comprehensive Strategic Partnership has created new momentum for multifaceted cooperation, including defense relations. He believes that Vietnam-Japan defense cooperation will continue to advance, benefiting both countries and contributing to peace and prosperity in the region and the world.

Colonel Nguyen Thai Son, Vietnam's Defense Attaché in Japan, highlighted the continuous growth and development of the Vietnam People's Army over its 80-year history. He emphasized that the Army, born from and fighting for the people, has always shown the mettle of a revolutionary force loyal to the Party, State, and people of Vietnam. He noted that defense diplomacy is now a pillar of the Party's foreign affairs and State diplomacy, crucial for building strategic trust and developing friendly relations with other countries and international organizations. This contributes to enhancing the position and prestige of Vietnam and its People's Army.
Colonel Nguyen affirmed that defense cooperation is a vital pillar and a driving force in the Vietnam-Japan relationship. He recalled the signing of the Joint Vision Statement on Bilateral Defense Cooperation towards the Next Decade in April 2018, which provides a legal basis for expanding defense cooperation in various areas.
Japanese Defense Minister Nakatani Gen reviewed the stages of coordination with the Vietnamese Ministry of National Defense. During the bilateral Defense Ministers' Meeting in August 2024, both Ministers expressed a desire to further enhance bilateral defense cooperation. Nakatani Gen emphasized that the foundation of Vietnam-Japan defense cooperation is built on trust developed through face-to-face meetings and expressed hope for continued trust-building between the two countries.
