Ha Giang has stepped up the communication work to raise public awareness of human trafficking.

Human trafficking took place complicatedly in Ha Giang last year and most of the cases saw coordination between Vietnamese and their Chinese partners, who sought ways to lure local ethnic minority women to China.

The provincial Department of Labour, Invalids and Social Affairs has coordinated with relevant agencies and associations to step up the communication work to raise public awareness of human trafficking, especially in border districts.

Ha Giang has also maintained a hotline on human trafficking, at 18001282, which is connected with 111 centrally-run hotlines. In 2021, the local hotline received up to 498 phone calls reporting human trafficking cases.

The Department of Labour, Invalids and Social Affairs has closely partnered with police forces and the provincial Border Guard Command to assist the victims in terms of accommodation, food and health care, among others.

Currently, the centre for social affairs under the department is the only unit in charge of receiving and supporting human trafficking victims. Last year, the Japanese Embassy financed a project on upgrading the centre with total funding of over VND1.75 billion.

The victims have been helped to reintegrate into the community and get access to loans to run household business. All-level women’s associations have established a number of brocade weaving cooperatives to generate jobs for female victims.

Agencies, organisations and associations have provided consultations for local authorities to eliminate discrimination against human trafficking victims, and create a healthy environment for them to soon stabilise their lives and reintegrate into the community.

It was reported that all of the victims returning home in 2021 have received around VND1.5 million – VND2.5 million from the Blue Dragon Children's Foundation of Australia, for a period ranging from one to three months.

With the support of the foundation, the Department of Labour, Invalids and Social Affairs organised three training courses on combating human trafficking for 174 social workers. Meo Vac district also held two training conferences for 100 district and commune officials.

Human trafficking is expected to continue developing complicatedly in Ha Giang in the time ahead, especially border and remote areas. Moreover, the Covid-19 pandemic would hinder efforts in fighting the crime.

Given this, Ha Giang will further implement relevant legal documents, focusing on the plan on human trafficking combat for 2021-2025, with a vision towards 2030 adopted by the provincial People’s Committee, and the plan on supporting human trafficking victims for 2021-2023 with a vision towards 2030 in the province.

The communication work will be reformed and enhanced, while more training courses will be organised with the collaboration of international organisations.

Localities will be guided to review the list of returning human trafficking victims, particularly in border districts, to facilitate the rollout of supportive policies in line with law.

Ha Giang will also continue its coordination with the Blue Dragon Children’s Foundation to implement projects on fighting human trafficking in 2022. One or two models in supporting human trafficking victims would be formed in Dong Van and Yen Minh districts in the year./.
