With the policy of expanding foreign relations and partnerships, diversifying activities, people-to-people diplomacy and international cooperation of Hai Phong University have achieved many positive results in recent times.
At the end of May 2024, Hai Phong University welcomed a delegation of the Republic of Korea (RoK)'s Chuncheon Duturu Nongak Art Conservation Association for an art exchange program. This is an activity within the framework of a project of linking with international partners to organize cultural diplomacy programs and activities of the city in the 2024-2025 period.
At the program, artists from the RoK introduced unique cultural and artistic Samulnori dance and Arirang song to Hai Phong University students. Samulnori has been a traditional Korean culture for hundreds of years while Arirang is one of the folk songs that symbolizes the culture, history and soul of the Korean people, especially considered their “unofficial national anthem.”

The above-mentioned art performance and exchange program is content within the framework of the project of linking with international partners to organize cultural diplomacy programs and activities of Hai Phong in the 2024-2025 period. This is also an opportunity for Hai Phong University's students to directly experience Korean art and culture, contributing to enhancing integration knowledge and building solidarity and friendship between the two countries.
To date, Hai Phong University has signed more than 60 cooperation agreements on education, training, and scientific research with foreign partners from many countries such as the RoK, Japan, China, and Laos, Thailand, Malaysia, Russia, Finland, and Bulgaria, to name a few.
The university has regular partnerships with international organizations, embassies and foreign representative agencies in Vietnam such as the Japan Foundation and the RoK Foundation, Japan International Cooperation Agency (JICA), Regional English Language Officers (RELO), English Language Improvement Center (ELIC), and Taipei Economic and Cultural Office in Hanoi.
Besides, the university is an active member of the Sino–Vietnam Presidents Forum of Universities in Red River Basin, and the Association of Universities of Mekong - Lancang River Basin countries.
One of the outstanding activities in international cooperation of the school in recent times is the training of foreign students. Every year the school receives 200-300 international students from China, Laos, and Japan to study and practice.
In order to help foreign students quickly adapt to the living conditions and learning environment in Hai Phong, the university has organized many exchange activities between Vietnamese students and foreign students. The annual Golden Bell Ringing and Cultural Colors programs, the Chung Cake program, the Bunpimay New Year celebration program, attract the participation of hundreds of international students, creating a space to share and exchange cultures, helping young people have more opportunities to understand different cultures, develop diverse communication skills, and serve as a bridge connecting youth and students from other countries.
The university also always closely pays special attention to foreign students. During the Covid-19 pandemic, the university coordinated with relevant departments and branches to implement measures to ensure safety and health, helping students feel secure to study in the city. As results, 100% of international students were received vaccination, meals's prepared for international students staying at the dormitory, along with living expenses.
In particular, Hai Phong University has coordinated with the city's Vietnam - Laos Friendship Association, the Vietnam - Laos Friendship Association of several districts such as Kien An, Kien Thuy, Tien Lang, and Vinh Bao, to hold friendship journeys to Thai Nguyen, Tuyen Quang, and Hanoi for Lao students. Many exchange programs and meetings between Lao students and Vietnamese volunteer veterans and military experts in Laos were organized.
The above cooperation and exchange activities have contributed to building, preserving and developing friendly relations between Vietnam and other countries in general, between Hai Phong city and foreign localities, between Hai Phong University and partners in particular.

According to a representative of Hai Phong University, to promote people-to-people diplomacy and international integration in the coming time, they will strengthen information work and raise awareness of officials, lecturers, and students.about Party and State's guidelines, foreign and international integration policies. In addition, they will actively implement foreign information work, building quality products to promote the image of the country, people, culture of Vietnam and Hai Phong city to international friends.
The university will continue to proactively expand friendly relations and cooperation with foreign partners, focusing on partners in neighboring countries sharing common borders, such as Laos, Cambodia, China, and ASEAN countries. Diversifying the content and form of exchange and cooperation programs to expand the scale, and improve the quality and effectiveness of foreign affairs work.
Representatives of the university hope that the city's Foreign Department, the Union of Friendship Organizations and Friendship Associations will strengthen the management, support and guidance for the university in mainting connect, promoting cooperation, and effectively implementing programs and activities of people-to-people as well as international acooperation.
