Local Friendship Organizations Sign Agreement on Coordination of People-to-people Diplomacy

Hanoi Union of Friendship Organizations (HAUFO) held a conference to sign an agreement on coordination activities in people-to-people relations among local friendship organizations of Cluster one for the period of 2021-2025.
The event was held both in-person and virtual form in the headquarters of the Vietnam Union of Friendship Organizations (VUFO) on Dec. 2.
The event was attended by Nguyen Van Doanh, vice president of VUFO, Nguyen Lan Huong, member of Hanoi Party Committee's standing committee, chairman of the city's Fatherland Front Committee, president of HAUFO, Tran Thi Phuong, standing vice president of HAUFO.
It also welcomed representatives from local unions of friendship organizations, including Bac Ninh, Bac Giang, Hai Duong, Hai Phong, Nam Dinh, Nghe An, Ninh Binh, Thai Binh, Thanh Hoa and Vinh Phuc.
Local unions of friendship organizations discussed and approved the regulation on the operation of cluster one and the program to coordinate in the group's activities drafted by HAUFO - the group's leader.
They also signed an agreement on coordination activities in people-to-people relations among local friendship organizations of Cluster one for the period of 2021-2025.
The agreement aims to strengthen the cooperation, create a close connection between VUFO and local unions, and among members of cluster one.
It also intends to create favorable conditions for the work of human resources review. The agreement lays the groundwork for holding activities to promote peace, solidarity, and friendship, enhance external information, and mobilize international non-governmental aid. It contributes to strengthening the unions and the quality of their work.

The delegates agreed to name a union as the cluster's deputy head. The deputy will take over the position of cluster's head in the following year.
The delegates also suggested holding two annual briefings to review organized activities, implement work plans for the coming time, and exchange experiences.
Through the briefings, cooperation among member unions in people-to-people diplomacy will be discussed.
They suggested member unions regularly share experiences on non-governmental aid activities, enhance the prestige of local friendship unions, and strengthen thematic activities and information exchange.
They elected the Hanoi union to continue to hold the role of cluster leader. Meanwhile, Bac Giang Union of Friendship Organizations was elected to be the deputy head in 2022.
Nguyen Lan Huong, president of HAUFO, said: "People-to-people diplomacy work faced difficulties due to the pandemic in 2021. However, with the motto 'proactive, flexible, creative and effective,' HAUFO, together with other unions in cluster one and the whole country's system of friendship organizations, have changed the way of operation. We have promptly adapted to the new normal and achieved remarkable results."
Huong said she hoped that in 2022, members of cluster one would continue to strive to fulfill the tasks of people-to-people diplomacy as planned.
Member unions should share experiences of applying new models and effective operation methods to achieve success in people-to-people diplomacy, she said.
VUFO Vice President Nguyen Van Doanh said that cluster one needed to continue working to raise awareness of all levels, sectors, organizations, and people in all localities about the crucial position of people-to-people diplomacy as one of the three pillars of Vietnam's comprehensive and modern diplomacy.
This task is pointed out in the Action Program to implement the Resolution of the 13th Party Congress and the Resolution of the 6th National Congress of VUFO.
Nguyen Van Doanh said he hoped that local unions would support each other through coordination regulations and activities to mobilize foreign non-governmental aid and other friendship activities.
