Northern Provinces Forge Ties with China’s Guangxi Zhuang

Four northern provinces of Vietnam and China’s Guangxi Zhuang Autonomous Region have signed a memorandum of understanding (MoU) on friendship cooperation for 2022-2026.

The MoU was reached by Vietnam’s Cao Bang, Lang Son, Quang Ninh and Ha Giang provinces and China’s Guangxi Zhuang Autonomous Region on February 25.

The signing took place within the framework of an online meeting between leaders of the Vietnamese localities and the Chinese region, and the 13th meeting of the Joint Working Committee.

In his remarks, Standing Deputy Foreign Minister Nguyen Minh Vu said developing the comprehensive strategic partnership with China was a strategic choice and a top priority in Vietnam’s foreign policy.

He suggested the Vietnamese localities and the Guangxi Zhuang Autonomous Region maintain all-level exchanges and contacts in flexible forms, and share experience in socio-economic development planning, particularly in devising policies and comprehensive solutions during the rapid recovery and sustainable development process.

They should realise the signed cooperation documents and agreements, effectively roll out existing cooperation and agreements, while seeking appropriate solutions to the congestion of goods at border gates, he said.

Despite Covid-19, the two sides maintained effective collaboration, contributing to stabilising people’s lives, ensuring social order, and boosting economic development.

Exports via border gates in the northern border provinces of Vietnam and China posted positive results, with a combined value of US$9.14 billion.

In the year, the Guangxi Zhuang Autonomous Region presented 550,000 doses of Sinopharm Covid-19 vaccine and medical equipment to Vietnam’s northern border provinces.

During his phone talks with Chinese Premier Li Keqiang in January, Prime Minister Pham Minh Chinh also underlined that both sides should coordinate closely and adopt effective and solutions to goods congestion at border gates.

This would ensure smooth trading and supply and production chains between the two countries as well as in the region.

He urged China to increase imports and accelerate the opening of its market to Vietnamese agricultural products.

Premier Li said he has ordered ministries, sectors, and localities of China to settle the issue, and suggested both sides set up a joint working group to deal with the issue.

PM Chinh also asked the two sides to further implement the three documents on the Vietnam - China land border effectively.

The leaders agreed to maintain channels of discussion about land border and sea-related issues, promote consensus, iron out differences, and maintain common peace and stability.
