In the coming time, Quang Ngai province will aim to diversify forms of aid mobilization; object expansion; building a coordination mechanism between the provincial authorities and foreign partners, enhancing information exchange; strengthen coordination with relevant departments and agencies in managing the activities of NGOs.

Vice Chairman of Provincial People's Committee Vo Phien made the statement at a conference to review foreign aid work in Quang Ngai province in the 2016-2020 period and set out directions for mobilize aid activities in the 2021 - 2025 period.

The conference was held in person at the Office of Quang Ngai People's Committee and online with 33 bridge points. Attending the event were representatives of Quang Ngai Provincial People's Committee, the People's Aid Coordinating Committee (PACCOM), leaders of departments and districts, and representatives of international non-governmental organizations that operate in the province.

According to a report at the conference, in the period 2016-2020 and the first 6 months of 2021, there are over 70 foreign agencies, organizations and individuals providing aid to Quang Ngai with a total aid value of about VND 453 billion (USD 19.9 million) with 208 programs, projects, and non-projects in various fields. They mainly focused on agricultural and rural development combined with poverty alleviation, healthcare, education, culture, vocational training, environmental protection and climate change and other social issues such as helping children in extremely difficult circumstances, people with disabilities, Agent Orange/dioxin victims, credit programs for women and the poor to increase their income, improve the living environment.

The number of NGOs operating and foreign non-governmental programs and projects implemented in Quang Ngai is stable every year, with about 20-30 organizations with 35-45 programs and projects with the average total aid value. an average of VND 60-70 billion/year. In 2018, there was an increase in the number of programs and projects mainly due to NGOs implementing programs and projects to provide emergency relief and support to overcome the consequences of Typhoon Damrey in Quang Ngai province at the end of 2017.

However, in 2020, due to the impact of the Covid-19 pandemic and the shift of funding from Vietnam to other regions as Vietnam has become a low-middle income country, the value of aid and the number of programs and projects decrease.

Programs and projects from foreign non-governmental aid have been promoting good effects, consistent with the priority orientation of socio-economic development of Quang Ngai province, contributing to solving urgent local needs as well as made positive changes in the awareness and life of people in the project area, contributing to the socio-economic development goals of the province.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Vo Phien, on behalf of the leaders of Quang Ngai, acknowledged the comments, discussions and proposals of the delegates. At the same time, we would like to thank foreign individuals and organizations, especially NGOs and foreign diplomatic missions in Vietnam for their support and assistance to Quang Ngai province during the past years.

According to Phien, in the coming time, Quang Ngai province will aim to diversify forms of aid mobilization; object expansion; building a coordination mechanism between the provincial authorities and foreign partners, enhancing information exchange; strengthen coordination with relevant departments and agencies in managing the activities of NGOs.

At the same time, Quang Ngai will also issue a list of opportunity projects serving the mobilization and promotion of foreign aid in Vietnamese and English, bringing the management and use of aid in line with the needs of the country, provinces and localities, to ensure that the organization and implementation of such programs and projects are carried out for the right purposes and in accordance with the provisions of law.

The province will research and share experiences with local NGOs with good experience in mobilizing and managing foreign aid activities and effectively implementing aid-funded projects; strengthen the periodic inspection of the implementation of programs and projects in the province; continue to maintain meetings between partners in Quang Ngai, NGOs and foreign donors. In particular, fostering knowledge about people's diplomacy and foreign aid mobilization, skills in project formulation, organization, implementation, inspection, supervision and evaluation of projects for public employees. NGOs as well as officials working on external affairs in departments, agencies and localities in the province.

In the program to strengthen cooperation and mobilize foreign non-governmental aid in Quang Ngai province for the period of 2021-2025, Quang Ngai province will prioritize areas with difficulties, limited resources for development and mountains and islands.

At the conference, the delegates have listened to presentations from leaders of departments and branches; speeches of foreign donors on issues related to the situation of receiving and using foreign aid in the 2016-2020 period and discussing plans to promote and mobilize foreign aid into the province in the period 2021-2025.

Speaking virtually at the conference from Hanoi, Nguyen Ngoc Hung, Head of PACCOM, the specialized and functional body of the Vietnam Union of Friendship Organizations (VUFO), recognized and praised Quang Ngai's achievements in the past term in foreign NGOs aid work.

"Quang Ngai is one of the leading provinces in the country in NGO aid. With 70 sponsor organizations from 13 countries shows that Quang Ngai has a large network of partners and this is a very important foundation to promote relations with international friends in the coming time."

Hung suggested that Quang Ngai continue to pay attention to foreign non-governmental aid work, strengthen the apparatus and human resources for aid mobilization. Especially promote more administrative reform, create favorable conditions for NGOs operating in the province.

Hung also pointed out that partners, departments and branches of Quang Ngai province should strengthen their companionship with NGOs, the Department of Foreign Affairs in implementing programs and projects, seeking opportunities, and building ideas. Quang Ngai province also needs a regular dialogue mechanism with NGOs; diversify aid sources, have specific plans to implement the aid mobilization program for the 2021-2025 period.

The conference also saw several memoranda of understanding and aid agreements signed; decisions approving aid agreements handed over; at the same time, award certificates of merit from the People's Committee of Quang Ngai province to donors who have made great contributions to aid activities in Quang Ngai province in the 2016-2020 period.

Concluding the event, Vice Chairman of the Provincial People's Committee said that in the coming time, due to the influence of the world economic situation and negative impacts of Covid-19, the foreign non-governmental aid mobilization will certainly face many difficulties and challenge. However, the spirit of positivity, flexibility, creativity and constant efforts in cooperation and mutual development among provincial state management agencies, partner agencies, and foreign donors, noble goals for social security, community development, hunger eradication and poverty alleviation will be achieved.
