This is a continuation of the seminars in the Training Program for employees of the Ministry of Foreign Affairs, chaired by the State Committee for Overseas Vietnamese.

The training session with content related to the work of overseas Vietnamese - one of the four pillars of the diplomatic service, was attended by speakers from Hanoi and Ho Chi Minh City.

The training session attracted the nearly 200 participants, including young employees working at the Ministry of Foreign Affairs, a number of representative missions, students of the Diplomatic Academy of Vietnam and Ho Chi Minh City Cadre Academy.

Currently, the overseas Vietnamese community has about 5.3 million people living, working and studying in more than 130 countries and territories.

According to the speakers, to implement Resolution 36-NQ/TW, Directive 45-CT/TW and Conclusion 12-KL/TW on overseas Vietnamese work, efforts of the political system and people are needed. Among them, it is impossible not to mention the staff doing community work, contacting and mobilizing overseas Vietnamese.

In Ho Chi Minh City, two speakers Nguyen Vu Minh Hoang and Tran Quang Thu had useful sharing on the work of mobilizing overseas Vietnamese. Due to the large number of overseas Vietnamese and their families, Ho Chi Minh City is the only locality in the country that has established an Overseas Vietnamese Committee - an agency to manage overseas Vietnamese work in the city.

Through the presentations, it can be seen that the City People's Committee and the Overseas Vietnamese Committee of Ho Chi Minh invests in the work of overseas Vietnamese.

Managing a large number of databases on overseas Vietnamese, the Committee's staff has classified each community group for different approaches and mobilizing method. This is based on the characteristics and wishes of overseas Vietnamese in each locality, to empathize and understand them.

The Committee's activities and regulations to attract overseas Vietnamese include organizing activities to help overseas Vietnamese understand more about the country; reward and honor collectives and individuals contributing to the city's development. Thereby, it can be seen that the city respects the overseas Vietnamese. These are great spiritual values to encourage overseas Vietnamese to always look towards the city, contributing to the development of the country.

At the training session, Ambassador Nguyen Phu Binh shared his experience through practical stories when mobilizing Vietnamese people abroad, especially when interacting with some special and influential people in the community.

According to him, in implementing the policy of reinforcing the strength of national unity, considering overseas Vietnamese as an integral part of the community, people doing the work need to understand overseas Vietnamese to have a suitable approach. They need to persevere in mobilizing overseas Vietnamese who still have prejudices, to strengthen their belief, for them to look towards the Fatherland.

Former Deputy Minister Nguyen Phu Binh emphasized that Vietnamese officials working with overseas Vietnamese need to have responsibility, professional qualifications, and expertise to promptly respond to the wishes of the expatriates.

Sharing about the impact of the Covid-19 pandemic, Vice Chairman of the State Committee for Overseas Vietnamese Ngo Huong Nam said that the pandemic caused many difficulties and challenges, affecting all aspects of life, including the mobilization of overseas Vietnamese. However, in another aspect, Covid-19 also offers opportunity to approach by a new method - with digital technology.

Accordingly, in 2021, the State Committee for Overseas Vietnamese Affairs has organized more than 30 webinars to connect overseas Vietnamese with the country, mobilized them to join hands with the homeland to overcome the pandemic.

Information work for overseas Vietnamese is also conducted regularly, helping overseas Vietnamese to better understand the situation of the country, the guidelines and policies of the Party and State, contributing to strengthening the great national unity bloc.
