Vietnam Migration Profile 2023 Launching Ceremony Takes Place in Hanoi

According to the Vietnam Migration Profile 2023, labor migration is the main type of migration of Vietnam for 2017-2023 with nearly 860,000 workers working abroad under contracts, equivalent to more than 100,000 people per year, most concentrated in Taiwan (China), Japan and South Korea.

The launching ceremony was hold on October 29 in Hanoi by the Ministry of Foreign Affairs of Vietnam (MOFA) in collaboration with the International Organization for Migration (IOM).

Labor migration is the main type of migration

The profile was compiled by the Consular Department (MOFA) with the participation of agencies, within the framework of the Project "Supporting evidence-based policies and programmes in the context of cross-border migration in Viet Nam". This is jointly implemented by MOFA and IOM with funding from the IOM Development Fund (IDF) to synthesize and analyze the migration flows of Vietnamese citizens abroad as well as the migration flows of foreigners into Vietnam and policies and laws related to migration in the period 2017-2023.

It shows the role of migrants in promoting social development and economic growth in Viet Nam and relevant countries (host or country of origin). According to the profile, international migration, if effectively managed, will be a factor in promoting sustainable development, contributing to the socio-economic development of each country, each locality, the community and the migrants themselves.

One of the profile highlight shows that in the period 2017-2023, labor migration continues to be the main type of migration in Vietnam with nearly 860,000 workers working abroad under contracts, equivalent to more than 100,000 people sent annually. Migration from Vietnam concentrated mostly in Japan, Taiwan (China), South Korea.

The migration type of people studying abroad also has a similar increase. Although there are no exact figures so far, the estimated number for this group is currently over 250,000 people, mainly in South Korea, Japan, Australia, the United States, Taiwan (China), Canada, China, the United Kingdom, and Germany. The proportion of Vietnamese migrants who are women tends to increase. The migration flow of foreigners into Vietnam is also relatively diverse, the most significant is labor migration with 475,198 foreigners licensed for work permits from 2017-2022.

A number of challenges were discussed in the profile, such as ensuring safe migration, preventing the smuggling of illegal migrants, human trafficking across borders, minimizing vulnerability, protecting the legitimate rights and interests of migrants in the face of the alarming reality of online fraud, illegal migration, human trafficking and so on. There are also new challenges posed by the rise of the use of artificial intelligence.

Many emerging issues on migration

In his opening remarks, Nguyen Minh Vu, Assistant Minister of Foreign Affairs, assessed that the Vietnam Migration Profile 2023 have some outstanding features compared to the previous version in 2011 and 2016. For the first time, it has supplemented and analyzed the migration flows of foreigners into Vietnam, policies and laws related to foreigners' migration, collected and analyzed a system of data and information on international migration with many statistical subdivisions, to further assess policies and practices to ensure women's rights in the migration process and to provide information and results of the implementation of the Global Agreement on Legal, Safe and Orderly Migration (GCM Agreement) of the country.

Vu affirmed that Vietnam wishes to promote cooperation with countries as well as UN agencies and international organizations to strengthen the sharing of experiences in migration management, building and managing migration data systems, stepping up the measures to promote safe legal migration and minimize vulnerability to migrants during migration.

On the other hand, Mitsue Pembroke, Acting Representative of the IOM Mission, believe the profile helps us to have a more multi-dimensional view of different aspects of migration through data and evidence-based analysis.

"In an ever-changing world, with globalization and integration, understanding the issues surrounding migration will help countries make evidence-based and effective policies. We understand that the Migration Profile is a guide that helps us better understand the trends, as well as capture the challenges that still exist around this issue," said the foreign expert.

The event welcomed nearly 80 delegates from ministries, agencies, embassies of countries and international organizations actively discussed the outstanding trends of migration in recent years, along with presentations from the Consular Department (Ministry of Foreign Affairs), the Foreign Labor Management Department (Ministry of Labor, War Invalids and Social Affairs), the Department of Population (Ministry of Health) and the Department of Crime and Drug Prevention (Border Guard Command).

On November 1, the launch of Vietnam Migration Profile 2023 will be held in Ho Chi Minh City.
