August 13 marks the inauguration ceremony of VKC. The event was held at the Academy of Construction and Urban Management Officers by the Vietnam’s Ministry of Construction together with the Ministry of Land, Infrastructure and Transport of the Republic of Korea (RoK).

Accordingly, VKC is deployed to promote research and training on smart cities and advanced construction technologies, contributing to the development of smart cities in Vietnam, forming Vietnam's guidelines and policies in promoting smart and sustainable urban development by the year 2030.

In his remarks, Vietnam’s Deputy Minister of Construction Nguyen Tuong Van emphasized that in the context of international integration, Vietnam has made many proactive initiatives in building sustainable smart city development orientations. They include building green cities, responding to climate change, applying information technology to modernize the country, administrative reform towards building a digital government, to actively participate in the fourth industrial revolution.

Previously, the Project "Sustainable smart city development in Vietnam in the period of 2018 - 2025 and orientation to 2030" was approved by the Vietnam’s Prime Minister in Decision No. 950/QD-TTg dated August 1, 2018. It is to promote the development of smart cities in Vietnam. Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnam's urban areas to 2030, with a vision to 2045, also emphasizes the goal to develop modern, green, smart, rich urban architecture, and typical cultural elements are preserved and promoted.

Also, the Vietnam’s Ministry of Construction and its counterpart in RoK signed a Memorandum of Understanding (MoU) with the aim of establishing a long-term friendly and long-term cooperative relationship in the field of urban development and housing. The focus of the MoU is on social housing and smart city development based on mutual respect and trust.

The two sides have cooperated closely and achieved many positive results in exchanging experiences in developing legal policies on housing development management, social housing, urban planning, and smart city development. The RoK side also supports the sharing of experiences with Vietnam in the process of developing the Law on Housing (amended), the Law on Real Estate Business (amended); to support the Ministry of Construction in ODA technical assistance projects in the field of urban planning, housing development and urban development. The VKC project was implemented for a period of 52 months (construction started in June 2020). It was aided by the government through the Ministry of Land, Infrastructure and Transport of the RoK.

"I believe that with the experience of urban management and development, especially the experience of smart city development of the RoK side and with the spirit of close cooperation between the parties, VKC will be effectively implemented, contributing positively to the implementation of national strategies for sustainable smart city development in Vietnam,” Van exclaimed.

RoK Ambassador to Vietnam Choi Young Sam and a representative of the Ministry of Land, Infrastructure and Transport of Korea also delivered their speeches at the event, emphasized that the launch of VKC is of great significance in strengthening the relationship between the two countries. They believed that as a place for technology exchange and cooperation on smart cities, VKC will become a typical example of successful cooperation between the two ministries and the two countries.
