VUFO gained many achievements in the first 6 months for COVID-19 prevention
The Vietnam Politburo member, Secretary of the Party Central Committee, Head of the Central Commission for Public Affairs Truong Thi Mai, Head of the Commission for Foreign Relations Hoang Binh Quan; President of Vietnam Union of Friendship Organizations (VUFO) Nguyen Phuong Nga; a number of central, local agencies and international agencies' representatives well attended the conference.

Speaking at the opening ceremony, VUFO's President Nguyen Phuong Nga said that the conference took place in the context of all countries, including Vietnam, under the comprehensive, extensive and long-term impact of the COVID-19 pandemic. However, Vietnam, under the right policies and measures taken by the Party, the State, the Government, and the unanimous support of the entire people, has initially succeeded in controlling epidemics, maintaining socio-economic stability, highly appreciated by the international community.
Along with the Party's diplomacy, the State's diplomacy, the people-to-people relationship has been proactive, active, flexible and creative in deploying the COVID-19 diplomacy, promoting international law, promptly supporting foreign friends and partners for the epidemic prevention and control. Those show Vietnam's image of an active and responsible member of the international community, the humanities policy of the Party, the State, the preeminent regime of Vietnam and the fine tradition of Vietnam nation.

The new context is setting new requirements for the people-to-people realtionship. The thorough grasping of the Party's directing views and policies and devising practical plans and measures to carry out people-to-people relation activities in the new situation are playing important role.
According to VUFO Vice President Phan Anh Son, in the first 6 months, despite being affected by the COVID-19 epidemic, the Vietnam Union of Friendship Organizations took the initiative and flexibly changed its direction of focusing on maintaining, conducting people-to-people ralation activities online and supporting partners to prevent and combat the COVID-19.
Up to now, 20 central-level member organizations and some others have supported 731,000 masks and 500 medical protective clothing; 4,500 antiseptic hand-sanitizing bottles, more than VND 3.28 billion in cash and in objects (totally valued near VND 5.54 billion) donated to people in other countries to prevent and control the epidemic. The local Union of friendship organizations also actively implemented support activities to international friends.
Due to the COVID-19 epidemic's impact, VUFO has suspended 13 activities, canceled 16 foreign affair activities, lot-of-participant events and programs. In the first 6 months of 2020, only 6 activities related to delegations coming in and out, accounting for less than 10% compared to the same period last year (62 delegations including 20 delegations out and 42 delegations in). Foreign affair activities of member organizations also decreased significantly by 25%; local's ones dropped by nearly 50% (18/35 activities). |

Evaluating the VUFO's achievements in the first 6 months of 2020, Deputy Head of the Central Commission for Foreign Relations Nguyen Thi Hoang Van at the First Conference of the Presidium of the Friendship Union's Standing Committee Session VI (2019) -2024) emphasized two great successes: First, VUFO has adapted and adjusted very quickly. Particularly, it immediately adjusted the ways of operation to participate in organizations, co-organize online activities meeting the need to interact with partners in the context of social distancing due to the COVID-19 pandemic outbreak. Second, VUFO is one of the most active organizations in both central agencies and local member organizations in COVID-19 prevention and control. In addition to providing material support, VUFO has proactively shared with international friends about Vietnam's experiences in COVID-19 prevention and control through its participation in conferences, seminars and interviews with major foreign press. VUFO President Nguyen Phuong Nga was the first Vietnamese to answer the BBC about Vietnam's experience in COVID-19 prevention.

According to the VUFO's report, in the last 6 months, VUFO and its members determined to continue implementing the external plan based on the actual situations; to draft a Decree replacing the 12/2012 / ND-CP Decree and enhance to support, promote advocacy, and manage operations of foreign non-governmental organizations; guide the Local Union of Friendship Organizations and Vietnam's Friendship Associations with other countries to prepare for the Congress' term; completing procedures and organizing the Congress to establish the Vietnam - Morocco Friendship Association.

The Vietnam Union of Friendship Organizations has also strengthened research on the Covid-19 epidemic's impact on Vietnam and its people-to-people relations, aid policies of European and American countries, the situation in the East Sea; completed the legal procedures to make the Vietnam - China Friendship Palace come into operation; successfully organized the Vietnam Union of Friendship Organizations' Party Congress; held the Patriotic Emulation Congress and celebrated the 70th anniversary of the Vietnam Union of Friendship Organizations Traditional Day in November 2020.
Speaking at the conference, Head of the Central Commission for Public Affairs Truong Thi Mai emphasized: Although the COVID-19 epidemic's situation caused the implementation of Party and State's documents related to the VUFO's activities late, VUFO was still earlier aware of the importance of these documents, trying to grasp thoroughly to subordinate units at the most appropriate time.
Ms Truong Thi Mai also asked the VUFO's leaders to pay attentions to the country's three upcoming development goals in discussions expecting Vietnam to be a developing country with moder-oriented industry, high-middle income of about US $5,000 per capita by 2025. By 2030, Vietnam will have been a developed country with modern industry, in the upper group of high-middle income countries. By 2045, Vietnam will have been a developed country with high-average income.
Basing on a consideration of Vietnam both getting many opportunities and facing many great challenges, Ms. Truong Thi Mai affirmed that foreign affairs activites including people-to-people realations would create a very important contribution in achieving the above three goals.
According to Ms. Truong Thi Mai, with the about-3,000-member executive committee of the associations from central to local levels, the Vietnam Union of Friendship Organizations is collecting tremendous strength in the field of people-to-peole relations playing a very important role to the country's common goal development.

Sharing at the conference, Head of Central Commission for Foreign Relations Hoang Binh Quan thoroughly grasped the contents of the Secretariat's Directive 38-CT / TW dated September 19, 2019 on continuing to renovate, promote VUFO's role and enhance its quality, performance in the new situations. In particular, he emphasized: "The 38-CT / TW Directive states: The Vietnam Union of Friendship Organizations is closely organized to ensure personnel, policies, funding and work conditions to officials. This is a deeply aware appreciation of the role and position of the Vietnam Union of Friendship Organizations in the system of foreign affair fronts and national interests. We, the Central Commission for Foreign Relations, which have been assigned the role of urging and monitoring VUFO's activities will work and discuss with localities to realize this policy. This is the Part's policy being necessary for us to seriously implement ".
At the conference, Deputy Head of the Central Commission for Public Affairs Nguyen Phuoc Loc disseminated the Secretariat's Notice of Conclusion No. 158's important contents on continuedly implementing the Conclusion No. 102 dated September 22, 2014 issued by the Politburo Session IX on the mass associations in new situations.
The delegates also approved the Action Plan implementing the Directive No. 38-CT / TW dated September 19, 2019 issued by the Secretariat and the Resolution of the 6th Congress of Vietnam Union of Friendship Organizations. On this occasion, the Conference was also annouced the personnel changes and additions of the Vietnam Union of Friendship Organizations and its member organizations.
