Expanding Vietnam-Singapore Partnership: New Opportunities Ahead

Vietnamese Ambassador to Singapore Tran Phuoc Anh emphasized that this is General Secretary To Lam’s first visit to Singapore in his current role, marking a significant milestone in bilateral relations. The visit carries three key messages. First, it underscores Vietnam’s commitment to elevating ties with Singapore in line with its foreign policy. Second, it aims to deepen inter-party relations, strengthening the political foundation for bilateral cooperation. Third, it seeks to unlock new collaboration potential in key areas such as the green economy, digital economy, science and technology, innovation, clean energy, and financial services.

The visit will also highlight Vietnam’s policies on science, technology, and innovation, as outlined in Resolution 57-NQ/TW dated December 22, 2024, of the Politburo. Additionally, the delegation will study Singapore’s experience and promote investment in key areas of mutual interest.
"This visit not only reaffirms the strong commitment of both sides to advancing their strategic partnership but also paves the way for new cooperation opportunities that will contribute to the prosperity and sustainable development of both nations," Ambassador Tran Phuoc Anh stated.
Vietnam and Singapore are working toward upgrading their bilateral strategic partnership to a new level. According to Ambassador Tran Phuoc Anh, this upgrade marks the beginning of a new phase, but the key challenge lies in effectively implementing its objectives to deliver tangible benefits for both peoples.
He stressed the need for a concrete action plan with clear responsibilities, timelines, and resource allocation, covering priority sectors such as offshore wind energy projects between Vietnam's PTSC and Singapore’s Sembcorp, the expansion of Vietnam-Singapore Industrial Parks (VSIP), and cooperation in low-carbon finance and data centers.
Both countries also need to coordinate their positions on regional and international issues, particularly within ASEAN and other multilateral forums, to promote peace, stability, and sustainable development in the region. Strengthening Vietnam-Singapore ties as a model for bilateral economic cooperation can further enhance ASEAN solidarity.

Professor Vu Minh Khuong from the Lee Kuan Yew School of Public Policy noted that Vietnam and Singapore have immense potential to strengthen their comprehensive strategic partnership. He highlighted three key factors shaping Vietnam’s new development era including (1) institutional and regulatory reforms will become a major strength, (2) Vietnam is prioritizing science, technology, and innovation, and (3) the country is adopting a proactive approach to policy implementation. Deeper engagement with Singapore, he argued, would generate substantial benefits for both nations.
Following the signing of the Paris Peace Accords in January 1973, Singapore was among the first countries to establish diplomatic relations with the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on August 1, 1973. Since the establishment of their Strategic Partnership in September 2013, Vietnam-Singapore relations have deepened across five pillars including strengthening political trust, enhancing economic cooperation, advancing security and defense collaboration, expanding cooperation in other fields, and increasing joint efforts in international and multilateral forums. Vietnam-Singapore Industrial Parks (VSIP) symbolize the economic cooperation between the two nations. From the first VSIP in Binh Duong in 1996, Singapore has developed more industrial parks in Vietnam than in any other country. Today, there are 18 VSIPs across 10 provinces and cities, attracting over US$18 billion in investment and nearly 900 projects, creating jobs for more than 300,000 workers. These industrial parks have not only contributed to Vietnam’s industrialization and modernization but have also strengthened regional supply chains and economic connectivity. Another milestone in bilateral ties was Vietnam's decision to establish a Green Economy-Digital Economy Partnership with Singapore during Prime Minister Pham Minh Chinh’s official visit in February 2023. Prior to this, in October 2022, both countries signed a Memorandum of Understanding on carbon credit cooperation under Article 6 of the Paris Agreement on climate change. |
