Flight tickets only sold to people bearing entry visa as Vietnam resumes int'l flights
According to Thanh Nien Newspaper, on September 16, the Ministry of Transport highlighted the Civil Aviation Authority of Vietnam and the Transport Department of Health about resuming international flight under the direction of Deputy Prime Minister Pham Binh Minh.
The Civil Aviation Administration of Vietnam coordinates with relevant agencies and units under the Ministry of Foreign Affairs to exchange with partners from China, Japan, Korea, Taiwan, Cambodia, and Laos (including airlines aviation) on objects to be admitted, the immigration process, and requirements of Vietnam for those who want to enter before boarding the aircraft such as temperature check, NCOVI application installation, medical declaration, documents proving RT-PCR negative for SARS-CoV-2.

On the basis of the request of the Ministry of Health for passengers entering Vietnam, the Civil Aviation Authority of Vietnam notified some requirements with airlines and passengers as below:
The airline only sells tickets for those who have visa entry and the specific locations of accommodation in Vietnam. When selling tickets, the airline carrier is responsible for checking the negative certificate for SARS-CoV-2 issued by the competent authority of the host country.
According to Vietnam Insider, the airline must submit the expected list of passengers to the airport authority 12 hours prior to the scheduled departure time and the detailed list of the passengers for the flight 30 minutes before the actual departure time of the flight.

Holders of diplomatic and official passports and their family members shall have to present a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to departure.
After landing in Vietnam, they shall undergo COVID-19 RT-PCR test and quarantine at designated hotels or other accommodations.
For experts, investors, business managers, high-tech workers and their family members, they shall have to present a certificate of a negative COVID-19 RT-PCR test result issued within three days before boarding.

Vietnamese people shall also be requested to present a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to departure.
Upon arrival, they shall undergo COVID-19 RT-PCR test and quarantine at centralized facilities or designated hotels and accommodations.
In case of carrying passengers transiting from a third country, the airline must arrange a separate cabin for them with tight pandemic's preventive measures and do not blend sit with guests entering from 6 areas including China (Guangzhou), Japan (Tokyo), Korea (Seoul), Taiwan (Taipei), Cambodia (Phnom Penh), Laos (Vientiane). Passengers flying from a third country shall be placed under 14-day quarantine.
Vietnam will resume four air routes to Guangzhou (China), Taiwan (China), Seoul (the Republic of Korea), and Tokyo (Japan) from September 15, and to Phnom Penh (Cambodia) and Vientiane (Laos) from September 22, Vietnam Government Portal (VGP) reported. According to VGP, the maximum number of flights will not exceed two per week on each route and may be further increased in depending on real conditions. The number of passengers on each flight and other entry conditions shall be agreed upon between Vietnam and each partner based on the reciprocity principle. Passengers on such flights shall include holders of diplomatic and official passports and their family members; experts, investors, business managers, high-tech workers and their family members; and Vietnamese wishing to return home. |
