The "Ho Chi Minh Cultural Space" is a place for the overseas Vietnamese community, particularly the younger generations (third and fourth generation), students, and international students, to learn about, research, and experience the cultural, historical, and ideological heritage of President Ho Chi Minh. It also serves as a bridge to support those working with the overseas Vietnamese community in understanding, researching, and promoting Ho Chi Minh's culture and ideology to Vietnamese communities worldwide.
As for the "Overseas Vietnamese Meeting Point," it serves as a hub for legal support and consultation for overseas Vietnamese. It organizes events and cultural activities, promotes artistic exchanges, and preserves the Vietnamese language. Moreover, it showcases overseas Vietnamese products and facilitates commercial, investment, and tourism activities in HCM City. This venue also provides opportunities for overseas Vietnamese to connect, interact, and collaborate, forming a network of overseas Vietnamese intellectuals and entrepreneurs, thereby leveraging the resources of overseas Vietnamese to contribute to the city's advancement.
The second OVs meeting point is also an opportunity for the OVs community to participate in research and contribute constructive opinions to the plan for building a database of overseas Vietnamese.
Speaking at the conference, Le Van Thu, vice chair of the municipal Committee for OVs Affairs, said that in an effort to build and effectively use the data source of overseas Vietnamese, the committee hopes to receive support and companionship from departments and branches in the city, agencies implementing work on overseas Vietnamese, diplomatic missions of Vietnam and a large number of Vietnamese around the world.
Nguyen Manh Dong, vice chairman of the State Committee for OVs, highly appreciated the HCM City Committee for OVs Affairs in organizing the Ho Chi Minh Cultural Space, the overseas Vietnamese meeting point and this theme.
Building an overseas Vietnamese database is important in the context of the increasing number of Vietnamese and Vietnamese associations abroad, Dong said, stressing that the establishment of an OVs database aims to further support the building of a strong OVs community; helping to strengthen connections between Vietnamese communities around the world.
The participants then proposed prioritizing the focus on overseas Vietnamese intellectuals and entrepreneurs to establish appropriate access mechanisms, connect, and attract resources and “soft” power for the southern largest city.

Chairwoman of the HCM City Committee for OVs Affairs Vu Thi Huynh Mai highly appreciated the opinions and proposals of the participating delegates.
According to Mai, building a database of OVs is essential in the digital age and aligns with the general trend of developing e-government and digital transformation.
Through this database, the rights of Vietnamese expats can be better ensured, such as timely support for immigration procedures, repatriation, confirmation of Vietnamese origin, and regular administrative procedures related to residency.
Meanwhile, the committee will advise the city's leaders on decentralization and limit access to information according to the level. The HCM City Committee for OVs Affairs will also study the name to express the goals and meanings of implementing this project.
Currently, an estimated 2.8 million overseas Vietnamese have connections with HCM City, accounting for over 40% of the total number of overseas Vietnamese, out of a total of approximately 6 million Vietnamese living and working in 130 countries and territories.
Among them, over 80% live in developed industrial countries and global centers of economics, science, technology, education, and training. In recent years, the overseas Vietnamese community has always looked toward their homeland, particularly HCM City, with a desire to contribute to the city's development and growth.
