I am one of 300 people allowed to come to the UK on a start-up visa. Therefore, I am allowed to bring my whole family to the UK to live. Every week, I receive information about the support package from the center for innovation (UK Ministry of Industry and Trade).

I opened an account, and submitted an idea every week. If the idea is evaluated well, the center will call for an interview.

If the idea is good, they will disburse funds and set up a monitoring department. This is also a good experience for Vietnam to learn in attracting talent from around the world.

Vietnam needs to attract foreign experts and overseas Vietnamese with a policy of reducing personal income tax for foreign experts or overseas Vietnamese.

Vietnam can apply for a certain period of time to create attractiveness. For these experts, it is necessary to create opportunities for them to share knowledge and experience.

Strengthening the signing of agreements on labor export

US is the world's leading industrialized country. The US attracts many high-quality workers and top experts in the world. There are currently 2.3 million Vietnamese people living and working in the US. Vietnamese international students rank fifth in the US with about 22,000 students.

The position of the Vietnamese community is increasingly important in economic and political life in the US. Many overseas businessmen have returned to Vietnam to build factories, businesses, and commercial establishments, contributing to the growth of trade between the US and Vietnam in recent times.

Many Vietnamese-origin businessmen have become important bridges in developing Vietnam-US relations. The Vietnamese business community in the US always looks to their homeland through volunteer activities, especially during the COVID-19 pandemic.

Vietnamese people in the US rank first with about 50% of total remittances to Vietnam.

In September 2023, US President Joe Biden visited Vietnam. The two countries upgraded to a comprehensive strategic partnership, opening up opportunities for experts to study and work in the US. I expect the two countries will sign an agreement on labor export.

I hope to coordinate with agencies and businesses in Vietnam to build systematic labor export programs for the US market where there are strict requirements on law, vocational training, and English proficiency.

Attracting overseas retirees

Vietnam needs to attract Vietnamese forces abroad. Vietnamese people abroad can be divided into two groups. These are retired people and people who are still working.

Retired people have a lot of time and are willing to contribute according to their ability. Older people, in addition to experience, also have many relationships, friends and students.

Vietnam can invite Vietnamese experts abroad to return home for 1-2 months to work or work online. The state can establish an overseas Vietnamese advisory group on semiconductor chips.

Besides, Vietnam needs to attract overseas Vietnamese retirees in developed industrial countries. US is a multi-racial, multi-ethnic country with the largest number of overseas Vietnamese. Of which, the number of Vietnamese people over 65 years old in the US is 340,000 people.

We just need to attract 10% of older Vietnamese overseas to return to live in Vietnam, about 34,000 people. This means mobilizing remittances equivalent to over 40,000 people in the labor export category.

We need to be prepared to thoughtfully welcome retired Vietnamese overseas. The State should encourage, build and renovate welfare facilities with complete medical activities for elderly overseas Vietnamese.

Diplomatic agencies in countries with Vietnamese living abroad should carry out propaganda activities, and explain welfare facilities and policy mechanisms for elderly overseas Vietnamese.
