The prime minister has decided to present certificates of merit to three collectives and four individuals in Hanoi’s outlying district of Dong Anh for their achievements in fighting the coronavirus.
Under Decision No. 714/QD-TTg dated May 16, the prime minister's certificates of merit will be given to people and officials in Dong Anh, the district’s Medical Centre, and people and officials in Lo Giao village, Viet Hung commune.
Other awardees are Le Trung Kien, secretary of the Party Committee and chairman of the People’s Council of Dong Anh; Nguyen Xuan Linh, chairman of the district People’s Committee; Nguyen Tien Cuong, director of the district Medical Centre; Nguyen Huu Phan, secretary of the Party Cell and head of Lo Giao village.
During the pandemic combat, Dong Anh has creatively divided quarantined areas into “thee layers,” which has ensured Covid-19 prevention and control, as well as normal activities of local residents.
The “three layers” comprise: the core layer where Covid-19 cases are detected and social distancing is imposed in line with the PM’s Directive No. 16-CT/TTg dated March 21, 2020, the second layer where Covid-19 prevention and control measures are rolled out in accordance with the PM’s Directive No. 15-CT/TTg dated March 27, 2020, and the outermost layer that follows the PM’s Directive No. 19-CT/TTg dated April 24. |

The implementation of the “three layers” aims to lock down sources of infection of different levels, and minimise the impact on daily activities, production and business of residents and businesses in the locality.
Kien said during the fourth wave of the pandemic, Dong Anh recorded two F1 cases of Patient 2,911 on April 30. The duo worked at the Thang Long Industrial Park located in the district and tested positive for the coronavirus once.
After detecting the first case who had came into close contact with the patient in the northern province of Ha Nam, the district locked down a village with 499 households and over 2,300 people.
Three checkpoints were also set up. However, production activities in the village still took place as normal, and necessities for locals were ensured, he added.
Although the district now counts four locked down pandemic clusters, it has controlled the situation and realised the “dual goals” of economic development and pandemic combat thanks to creative methods, particularly the “three layers” model, Kien continued.
In the first layer, families with F1 cases, all F2 cases and those returning from pandemic-hit areas were put under under close quarantine, while forces work round the clock, he said.
Meanwhile, checkpoints were set up in the second layer to control activities in hamlets. A total of 1,611 checkpoints were established in the third layer to seal off villages and residential areas.
Dong Anh mobilised more than 11,000 volunteers and inter-sectoral forces to work at the checkpoints.
Apart from the “three layers” model, the district rolled out all of its anti-pandemic scenarios at the highest level, as a priority task, and carried out the “three first” – “assessing first,” “preparing plans first,” and “detecting and taking actions first,” along with the “four on-site” motto, namely on-site quarantine, on-site treatment, on-site forces and on-site leadership.
After activating the plan, the district prepared materials and facilities in all 155 cultural houses of villages and residential areas. Following the detection of infections, it completed the establishment of checkpoints within six hours, from 11 p.m the previous day to 5 a.m. the next morning.
Thanks to the effective methods, notably the “three layers” model, Dong Anh has basically curbed the pandemic. The locality is working to ensure the progress and safety of the upcoming elections of deputies to the 15th National Assembly and all-level People’s Councils for 2021-2026, as well as political security, social order and safety.
