US Visa policy: Making best efforts to ensure Vietnamese overseas students' interests

In a news release on July 6, the US Department of Homeland Security’s Immigration and Customs Enforcement (ICE) division said: "The US Department of State will not issue visas to students enrolled in schools and/or programs that are fully online for the fall semester nor will US Customs and Border Protection permit these students to enter the US."
Students with F-1 visa (international students who are attending an academic program) and M-1 visa (international students attending vocational schools and technical schools) are under the new rule.
ICE suggested students currently enrolled in America consider other measures, such as transferring to schools with in-person instruction or hybrid classes, a mix of online and in-person lessons. If not, students will risk deportation.
Prior to the announcement, the Embassy of Vietnam in the US has issued recommendations for Vietnamese students studying, researching, and living in this country.
Accordingly, Vietnamese students need to be calm, and frequently contact the service of the external affairs of the schools where they are studying and researching to find a suitable studying plan to meet their own conditions and needs.
In addition, Vietnamese students need to keep in regular contact with the embassy and representative agencies in the US at the hotlines provided on the Embassy's website and the Vietnamese Youth-Students Association in the US to gain new information.
The Vietnamese Embassy in the US and the Vietnamese representative missions in the area have been and will continue to contact relevant US agencies to better understand the new policy in an attempt to guarantee Vietnamese students’ legitimate interests there.

Four successful repatriation flights
The embassy and Vietnamese representative agencies in the US have made a number of proposals to repatriate Vietnamese citizens stranded in the US amid travel restrictions in the country.
A total of 346 Vietnamese citizens were brought home safe and sound from the US on July 9.
The flight was arranged by domestic agencies, the Vietnamese Embassy in the US, the national flag carrier Vietnam Airlines, and US agencies.
Passengers were mostly children, pregnant women, students who face difficulties in accommodation and visa extension, and some businessmen and intellectuals.
After landing at Noi Bai International Airport in Hanoi capital, all the passengers and crew members underwent medical check-ups and were transferred to quarantine facilities according to regulations on COVID-19 prevention and control.
So far, with the support of the Embassy as well as the representative agencies of Vietnam in the US, there have been four successful flights to bring Vietnamese citizens from the US to the country.
According to Vietnamese Ambassador to the US Ha Kim Ngoc, in order to continue meeting the needs to return home of Vietnamese citizens in the US, there will be about three more flights between July and August.
The flight taken must also depend on the overall plan of the national steering committee, involving citizens around the world./.
