Vietnam's First International Trauma Emergency Training Center Launches in Hanoi

The launch contributes to raising Vietnam's international position in trauma emergency training.

On the afternoon of April 15, Military Hospital 175 held a Certification Ceremony and launched the first international Trauma Emergency Training Center in Vietnam.

Senior Lieutenant General Hoang Xuan Chien (Member of the Party Central Committee, Deputy Minister of National Defense, Head of the Interdisciplinary Working Group, Head of the Steering Committee of the Ministry of National Defense on participating in United Nations peacekeeping activities) and Senior Lieutenant General Phung Si Tan (Deputy Chief of General Staff of the Vietnam People's Army) attended the event.

Brigadier General Jenifer Pardy, Chief of Staff of the Oregon National Guard (USA), and Deputy Consul General of the US Consulate General in Ho Chi Minh City Anne Benjaminson also presented.

At the ceremony, the Organizing Committee announced the Decision of the Ministry of Defense to establish the first International Trauma Training Center (ITLS) in Vietnam under Military Hospital 175. Also, representatives of the ITLS Program of the United States awarded a certificate to Vietnam's first ITLS Center and awarded ITLS program medals to outstanding individuals. The ITLS in Vietnam is the fifth international trauma training center in Southeast Asia, after the Philippines, Indonesia, Malaysia, and Singapore. Among the five centers, it is the only one managed and operated by a military medical unit.

Senior Lieutenant General Phung Si Tan, Deputy Chief of General Staff of the Vietnam People's Army, emphasized the significance of the event, sharing that this is a new development in the bilateral relationship between Vietnam and the US to improve UN peacekeeping capacity. It also contributes to the Comprehensive Strategic Partnership for peace, cooperation, and sustainable development between Vietnam and the United States.

Tan added that with the certification and launch of the ITLS in Vietnam, the training and issue of certificates will be carried out proactively to meet United Nations requirements for hospitals. military medical forces participating in peacekeeping operations, for officers and medical staff inside and outside the military. A team of lecturers meeting international standards will be cultivated, deploying procedures toward certification as the second International Trauma Emergency Training Center in Vietnam. Thereby, it is not only to heighten Vietnam's international position but also to create opportunities for cooperation between Vietnam and international partners.

On behalf of the Ministry of National Defense and the General Staff, Tan highly appreciated the coordination of relevant agencies and units that worked with Military Hospital 175 in the process of implementing the Certification Program for the ITLS in Vietnam. They worked together in planning and implementing activities within the framework of the Program, to fully meet the criteria, standards, and procedures. He also thanked the US Embassy in Vietnam, ​​the US Office of Defense Cooperation in Vietnam, the ITLS Board of Directors, and US authorities for their support.

It is Vietnam's priority, said Tan, to effectively participate in United Nations peacekeeping operations and international humanitarian activities, contributing to the implementation of foreign policy, and being an active, proactive, and responsible member of the international community. Recently, Vietnam has received valuable support and assistance from partners, especially the United States, to carry out the noble mission. The launch of the ITLS in Vietnam will not only help improve self-training capacity. expertise for Vietnam's military medical forces, but also opens up training opportunities for forces of regional countries to participate in United Nations peacekeeping operations in the coming time.

In his speech, Tan requested the competent agencies of the Ministry of National Defense to continue to coordinate closely with Military Hospital 175 to ensure the effective operation of the ITLS as well as in the process of guiding to establish the second one at Military Hospital 103. He asked for continued support and assistance from the United States, contributing to friendship and cooperation between the two countries in general and the two Ministries of Defense in particular.

The launch is the honor and pride of the Military Hospital 175 leadership and medical team; demonstrating the trust of the Ministry of Defense and the General Staff in the institution. On that basis, Tan also requested the Hospital leaders to proactively deploy training and certification trauma emergency courses in the coming time.

Its program consists of 5 phases implemented from September 2022 to February 2024 in Vietnam. The two sides coordinated to organize 5 ITLS training courses with 110 trainees at Military Hospital 175 under the professional support of US lecturers, experts and the participation of a variety of Vietnamese officials, lecturers, coordinators, and students.
